Abstract	The article deals with the theoretical aspects of the analysis of technology transfer in metallurgy. The classification of levels of technology transfer analysis and agent-based classification of the participants in this process are proposed. It is also proposed to evaluate the effectiveness of industry development based on technology transfer in the form of a neuron.
