Abstract	The key peculiarities of local finance system in European countries (specific features of local budget formation and directions of local budget expenditures) are analyzed in the article. On the base of this analysis the measures of local finance system transformation in Ukraine are developed. У статті досліджено ключові особливості місцевої фінансової системи в європейських країнах (особливості формування місцевого бюджету, напрямки видатків місцевих бюджетів). На основі цього аналізу розроблені заходи системної трансформації місцевих фінансів в Україні.
