Механізм формування державної бюджетної політики в Україні.

Abstract

У роботі досліджено з урахуванням зарубіжного досвіду зміст і призначення соціально-економічних функцій держави, які виконуються відповідно до Конституції України, організаційно-правові основи функціонування бюджетної системи і методологічні засади формування державної бюджетної політики. Проаналізовано зарубіжний досвід формування державної бюджетної політики, виявлено її особливості і можливості використання в умовах України. Детально досліджено бюджетну систему і бюджетний процес в Україні, визначено основні недоліки, яких вони не позбавилися після прийняття Бюджетного кодексу. Вперше проаналізовано процес реалізації 17 пріоритетів бюджетної політики, визначених в Бюджетних резолюціях Верховної Ради України через їх відображення в законах про державний бюджет та їх здійснення. Розроблено методику визначення пріоритетів державної бюджетної політики у складі інформаційно-аналітичного забезпечення, сукупності індикаторів стану бюджетної сфери, аналізу соціально-економічного розвитку країни і стану бюджетної сфери, виявлення загроз стану бюджетної сфери і здійсненню бюджетної політики, стратегічного планування бюджетної політики і кожну з цих складових. Запропоновано підсистему інформаційно- аналітичного забезпечення, яка дозволяє створити комплексну інформаційну базу для формування бюджетної політики держави. Розроблено методику узгодження бюджетної та грошово-кредитної політики держави, у якій визначаються сукупність засад бюджетної і грошово-кредитної політики, перелік індикаторів, котрі їх характеризують, сукупність каналів прямого і зворотного впливу бюджетної і грошово-кредитної політики і організаційні методи узгодження цих видів політики.

In the work the essence and assignment of the social and economical State functions are investigated in consideration with the international experience, fulfilling according to the Constitution of Ukraine, organizational and legislative principles of the budget system function and methodological base of the state budget policy forming. The international experience of the State budget policy forming is analyzed, its peculiarities and possibilities for application in Ukrainian conditions are revealed. The budget system and budget process in Ukraine are researched in details, main deficiencies are appointed, remaining after Budget Codex adoption. The process of the budget policy priorities realization, described in the Budget Resolution of Verkhovna Rada, through their reflection in the State budget laws and their fulfillment. The methodic of the state budget policy priorities determination as a part of the informational and analytical ensuring, total combination of budget sphere state indicators, analysis of the economical development of the State and budget sphere conditions, revealing of the menaces to budget sphere and budget policy implementation, strategical planning of the budget policy and each of these components. The subsystem of informational and analytical ensuring giving the possibility of complex base creation for the State budget policy forming is proposed. The methodic of the budget, monetary and credit State policies coordination is worked out, where the totality of bases of the budget, monetary and credit policies, list of indicators, characterizing them, total combination of channels of the bilateral influence of the budget, monetary and credit policies and organizational methods of these policies coordination.
