Форми фінансово-кредитної підтримки підприємництва в Україні

Abstract

Дисертаційне дослідження присвячено аналізу існуючих та обґрунтуванню нових форм фінансово-кредитної підтримки та стимулювання подальшого розвитку підприємництва в Україні. На основі порівняльного аналізу ефективності діяльності підприємств різних форм власності обґрунтовано основні напрямки організації фінансово-кредитного забезпечення підприємницької діяльності в сучасних умовах, уточнено критерії оцінки фінансового стану малих і середніх підприємств, розроблено рекомендації щодо вдосконалення функціонування кредитних спілок на підприємствах та визначено напрямки їх взаємодії з комерційними банками. У роботі обґрунтовано напрямки використання нових джерел фінансування малих і середніх підприємств на основі подальшого розвитку інститутів кооперативної самоорганізації та діяльності територіальних фондів підтримки підприємництва, визначено організаційні засади створення кооперативних і комунальних банків та напрямки їх діяльності щодо забезпечення фінансової підтримки підприємництва, а також запропоновано схему взаємодії кооперативних банків із сільськими кредитними кооперативами для забезпечення фінансової підтримки фермерських господарств.

The thesis is devoted to the analyze of existent and grounds of new forms of financial and credit support and stimulation of further development of business in Ukraine in the conditions of realization of transform processes. Financial condition of small and average Ukrainian and Sumy region enterprises is investigated, the level of legislative and normative ensuring of business activity in Ukraine is determined, existent forms and tends of financial and credit business support is characterized, the specific features of crediting of small and average enterprises at international credit lines expense is determined, the possibility of PEARLS figures using for financial condition analyze of credit unions is determined, specific calculation of one work place creation for small and average enterprises is carried out, and also a number of specific recommendations concerning the adoption of new forms of financial and credit support of business and agriculture is developed in the dissertation. Making investigations the author took into account the world experience of business support, actual material concerning small and average enterprises activity, financial and credit institutions, state regulation authorities of business, and also normative and legislative documents and literature sources, used modern methods of economic investigations. Tends of business financial and credit ensuring organization in modern conditions are thoroughly substantiated, criteria of financial condition valuation of small and average enterprises on the base of improvement of calculation methodic of involved resources using are verified, the recommendations concerning the improvement of credit unions activity as a new forms of small business financing on enterprises, trends of their co-operation with commercial and municipal banks are determined on the base of comparative analyze of activity effectiveness of enterprises of different property forms, which is carried out in the work. Possible trends and variations of using of new sources of small and average enterprises financing on the base of further development of cooperative self-organization business institutions and territorial funds of business support activity are thoroughly substantiated in the work, organizational principles of cooperative and municipal bank creations and directions of their activity which concerns the financial business support, and also for the first time new scheme of co-operation banks and agricultural credit co-operative societies with the purpose of farming financial is offered.
