Фінансовий потенціал території у державній фінансовій політиці: методологія і практика управління

Abstract

У дисертаційній роботі проведено комплексне дослідження методології і практики управління фінансовим потенціалом території при реалізації фінансової політики і розроблено рекомендації щодо покращення управління фінансовим потенціалом території. Досліджено сутність та складові фінансової політики держави, проаналізовано державну фінансову політику України та визначено основні проблеми в організації і реалізації фінансової політики в Україні. З метою пошуку перспективних шляхів по боротьбі з існуючими проблемами досліджено закордонний досвід реалізації державної фінансової політики. Визначено сутність та складові фінансового потенціалу території, а також роль і місце фінансового потенціалу в державній фінансовій політиці. Розглянуто особливості управління фінансовим потенціалом різних територій та проаналізовано методичні основи оцінки фінансового потенціалу території. Доведено виключну роль світових рейтингів і оцінок у формуванні фінансового потенціалу території та обґрунтовано роль рейтингових агентств у формуванні фінансового потенціалу країни. З метою підвищення ефективності управління фінансовим потенціалом території розроблено організаційно-методичні заходи щодо оптимізації відносин з рейтинговими агентствами. Досліджено роль тіньового сектора економіки у процесі управління фінансовим потенціалом території, на базі чого з урахуванням рівня використання Україною фінансового потенціалу розроблено науково-методичні підходи до оцінки фінансового потенціалу території. Розроблено концептуальні засади паспортизації регіонів України на базі оцінки їх фінансового потенціалу та обґрунтовано принципові засади розвитку міжбюджетних відносин на базі управління фінансовим потенціалом. Розвинуто концептуальні засади і методичні положення управління фінансовим потенціалом території. The dissertation contains a comprehensive research of the methodology and practice of management of a territory’s financial potential during the realization of financial policy and recommendations for the improvement of management of the territory’s financial potential. This work studies the essence and elements of financial policy, analyzes the financial policy of Ukraine and defines the main problems in the organization and implementation of financial policy in Ukraine. To determine the perspective ways of fighting these problems, the financial policy in the developed countries is studied. The essence and elements of the financial potential of territory as well as the role and place of financial potential in the financial policy are determined. The peculiar features of management of the financial potential of different territories are described. The methodological foundations for assessing the financial potential of a territory are analyzed. We prove the decisive role of the world rankings and ratings in the formation of the financial potential of a territory and the role of rating agencies in the formation of a country’s financial potential. To improve the efficiency of the management of a territory’s financial potential we developed organizational and methodological approaches aimed at optimizing the relationships with the rating agencies. The role of the shadow economy in the management of a territory’s financial potential is investigated. Considering the level of the financial potential used by Ukraine we developed scientific and methodological approaches to evaluate the financial potential of a territory. The conceptual foundations of certification of the regions of Ukraine on the basis of the assessment of their financial potential are offered. Fundamental principles of inter-budgetary relations development on the basis of financial potential management are substantiated. Conceptual framework and methodological provisions of management of a territory’s financial potential are developed.
