Організаційно-правові засади професійного розвитку державних службовців

Abstract

У статті наголошено на необхідності комплексних розробок організаційно-правових засад і пошуку сучасних підходів до шляхів професійного розвитку державних службовців з урахуванням ресурсів їх робочих місць; увагу зосереджено на необхідності знань з різних галузей науки, культури, економіки, суспільно-політичного життя, наявності додаткової вищої професійної освіти за фахом “державне управління” для фахівців, які не мають такої освіти; поставлено вимоги щодо уміння аналізувати управлінські ситуації, приймати своєчасні і якісні рішення, організовувати працю підлеглих; упевнено долати шлях подальшої професіоналізації держслужби України в умовах європейської інтеграції. In the article there is emphasized the need for comprehensive elaboration of organizational and legal principles and modern approaches to finding the ways for professional development of civil officials minding the resources of their job positions; the focus lies in the necessity of knowledge in various fields of science, culture, economics, social and political life, the presence of additional higher professional education on specialty “governance” for professionals who do not have such education; there are established requirements on ability to analyze management situation, to make timely and effective solutions, organize the work of subordinates; confidently walk the path of further professional development of the civil official service in Ukraine in conditions of European integration.
