Abstract	Стаття присвячена проблематиці місцевого самоврядування. Автор розглядає підходи до визначення оптимальних розмірів ериторіальних громад у європейських державах. Аналізуються функції органів місцевого управління та самоуправління. The article is dedicated to the problems of the the self-government. The author describes the determinations of the optimum dimensions of the territorial communities. The functions of the local government and the self-government are analysed.
