Abstract	Автор аналізує тіньові процеси в соціально-політичній сфері суспільного життя, які призвели до дезорганізації суспільства. Підкреслюється, що це стало наслідком неефективного виконання державою притаманних їй функцій. The author analyzes the processes in the shadow of social and political spheres of public life, which led to the disorganization of society. It is emphasized that this was the result of ineffective implementation of the state of its inherent functions.
