Abstract	У статті оцінено характер впливу змін у Бюджетному Кодексі України (від 08.07.2011 року) на формування основних планових показників витратної частини міського бюджету. Проведено аналіз позитивних та негативних змін від впровадження бюджетної реформи щодо виконання бюджету міста Суми з точки зору забезпечення фінансової автономії органів місцевого самоврядування. The article assesses the impact of changes in the Budget Code of Ukraine (as of 08.07.2011) on the formation of the main planned indicators of the expenditure part of the city budget. The analysis of positive and negative changes from the implementation of budget reform regarding the implementation of the budget of the city of Sumy in terms of ensuring the financial autonomy of local self-government bodies.
