Abstract	Соціальна сфера надає специфічні блага, які в повному обсязі не в змозі забезпечити ринковий механізм. Відповідно виробництво цих суспільних благ направлених на задоволення потреб населення, стає об’єктом управління держави, особливо в частині його фінансового забезпечення шляхом формування відповідної бюджетної політики. Реалізація закладених завдань бюджетної політики в соціальній сфері можлива лише за умови формування фінансового механізму управління соціальною сферою. The social sphere provides specific benefits that are not fully able to provide a market mechanism. Accordingly, the production of these public goods aimed at satisfying the needs of the population, becomes the object of government, especially in terms of its financial support through the formation of appropriate budgetary policies. Implementation of the established objectives of fiscal policy in the social sphere is possible only if the financial mechanism for managing the social sphere is formed.
