Вплив урбанізації на інноваційний розвиток регіонів України

Abstract

Виконано аналіз впливу урбанізаційних процесів на інноваційний розвиток регіонів України. Показано, що ефективність урбанізації потребує застосування сучасних інноваційних технологій, при цьому урбанізація активізує процеси створення і впровадження інновацій. Визначено особливості процесу урбанізації в Україні та визначено основі фактори, що впливають на нього. Доведено, що урбанізаційні процеси безпосереднім чином впливають на показники інноваційного розвитку регіонів України, зокрема, обґрунтовано наявність статистично значимого зв'язку між показниками рівня урбанізації регіонів і показниками частки їх інноваційної продукції, яка реалізована за кордоном. Систематизовано регулятори урбанізаційних процесів у вимірах «інноваційний – просторовий розвиток» та «держава – людина», розкрито характер впливу зазначених регуляторів на стимулювання інноваційно-орієнтованого розвитку урбанізації регіонів України. Встановлено характер впливу соціальних і культурних регуляторів на формування інноваційної культури регіону, як основи його інноваційно-сприятливого середовища.

Выполнен анализ влияния урбанизационных процессов на инновационное развитие регионов Украины. Показано, что эффективность урбанизации требует использования современных инновационных технологий, при этом урбанизация активизирует процессы создания и внедрения инноваций. Вскрыты особенности процесса урбанизации в Украине и определены основные факторы, которые влияют на него. Доказано, что урбанизационные процессы непосредственно влияют на показатели инновационного развития регионов Украины, в частности, обосновано наличие статистически значимой связи между показателями уровня урбанизации регионов и показателями доли их инновационной продукции, которая реализована за границей. Систематизированы регуляторы урбанизационных процессов в координатах «инновационное – пространственное развитие» и «государство – человек», раскрыт характер влияния указанных регуляторов на стимулирование инновационно-ориентированного развития урбанизации регионов Украины. Определен характер влияния социальных и культурных регуляторов на формирование инновационной культуры региона, как основы его инновационно-благоприятной среды.

Modern processes of urbanization are shown as active power of socio-economic development, characterized by a number of contradictions and problems that require an integrated approach to their solution. These are burning problems conditioned with the necessity of transition of the domestic economy to the innovative way of development in line with the concept of innovation advancement, which is non-alternative for Ukraine. Consequently, the problem of determining effective methods of regulating the urbanization process occurs from the point of view of stimulating the regional innovation development of Ukraine, which will promote its socio-economic growth and further entering the world community of economically developed countries with high living standards. The purpose of this article is to study the impact of urbanization processes on the regional innovative development of Ukraine in order to develop recommendations for regulation of these processes and form an innovative environment in the regions. Results. The analysis of urbanization processes’ influence on the innovative development of regions of Ukraine was carried out. The investigation substantiated that urbanization processes directly affect the economic development of the regions in innovative way. Main directions of such influence were determined. It was ascertained that the success of urbanization is practically impossible without application of modern innovative technologies, therefore urbanization activates processes of creation and introduction of innovations. The features of urbanization processes in Ukraine were outlined and main factors creating these features were determined. Based on the analysis of statistical data, urbanization processes were proved to have a direct impact on the indicators of innovative development of Ukrainian regions. In particular, an undoubted correlation between the indicators of the level of regional urbanization and figures of their innovative products, sold abroad, was substantiated. It was established that this influence is ambiguous for other indicators of innovation activity in the regions. Accordingly, tools and methods of regulating the urbanization processes should be chosen and applied appropriately to contribute to innovative development of the regions at a maximum extent. For this purpose, it is important to understand and correctly apply different types of regulators that link urbanization processes with innovative activity of the regions. The regulators of urbanization processes in the dimensions "innovative - spatial development" and "the state - a person" were systematized, the nature of these regulators’ influence on innovative development of urbanization of Ukrainian regions was disclosed. The character of influence of social and cultural regulators on the formation of the regional innovative culture as the basis of innovative environment of the region was determined. It was shown that these regulators stimulate the development of components of the subsystems of the regional innovation culture: innovative, responsible for developing new types (models) of innovative regulation of urbanization processes based on own or borrowed experience; selective, responsible for selection of own or borrowed models of innovative regulation of urbanization processes that are relevant for a particular region (country); the transitive, responsible for consolidating and transferring models of innovative regulation of urbanization processes that have proved to be effective in practice from the past to present and from present to future. Further research should be aimed at developing a theoretical and methodological approach to modeling processes of urbanization in the regions of Ukraine from the perspective of maximizing their impact on the advanced innovative development of the respective regions.
