Теоретико-методичні підходи до формування стратегічних програм розвитку нафтового комплексу

Abstract

У статті обґрунтовано необхідність формування стратегії розвитку нафтового комплексу Іраку. Авторами сформовано принципи регуляторної політики в нафтовому комплексі. На основі аналізу визначені етапи формування та змістовну основу стратегічної програми розвитку нафтопереробного сектору. З метою проведення комплексного аналізу ефективності реалізації стратегічної програми сформовано систему індикаторів розвитку нафтопереробної галузі.

The paper deals with analyzing the main tendencies of the development of the energy market in the context of the processes of globalization and the strengthening of the global energy crisis. The authors systematize the general principles of the energy sector functioning. As part of the study, an analysis of world oil production trends, based on which the main features of its functioning and development are determined. On the basis of the analysis, the main factors of the influencing on national energy markets stability are determined with the purpose of forming relevant strategies and improving the state regulation policy. The article substantiates the necessity of forming a strategy for the oil complex development in Iraq. The authors form the principles of regulatory policy in the oil complex. On the basis of the analysis, the stages of formation and content of the strategic development program of the oil refining sector are determined. In order to carry out a comprehensive analysis of the effectiveness of the implementation of the strategic program, a system of target indicators for the development of the oil refining industry has been formed.
