Макроекономічна стабільність: аспекти децентралізації

Abstract

Стаття присвячена дослідженню питання макроекономічної стабільності в Україні в контексті децентралізаційного процесу. Визначено позитивні та негативні фактори макроекономічної стабільності, викликані децентралізацією, наведено перелік небезпек, що виникли внаслідок деценталізаційного процесу. Встановлено що в контексті аналізу макроекономічної стабільності України на сучасному етапі важливо враховувати зміни, що були викликані децентралізаційними процесами. Така необхідність обумовлена тим, що більшість управлінських рішень на рівні держави формується за принципом знизу вгору. Децентралізація внесла значні корективи в усі сфери соціально-економічних відносин. Серед найбільш суттєвих та таких, що мають безпосередній вплив на макроекономічні показники, можна виділити основні зміни в адміністрованотериторіальному устрої, в фіскальній системі, зміни в міжбюджетних відносинах, супутні реформи та інші. Кожна з них є взаємопов’язаною з іншою та породжує як нові переваги, так і нові недоліки для макроекономічної стабільності країни. Тож для розуміння позитивних та негативних наслідків впливу децентралізації на макроекономічні показники, необхідно визначити проблематику, з якою стикаються як нові, так і уже сформовані об’єднані територіальні громади (ОТГ), як найменші адміністративно-територіальні одиниці в держаному устрої України. Отримані результати дослідження засвідчили, що існує залежність між макроекономічною стабільністю та змінами в суспільному житті, викликаними деценралізаційними процесами. При цьому макроекономічна стабільність є вираженням ефективності управлінської діяльності центральних органів влади, розуміння сучасних тенденції як внутрішньодержавних, так і міжнародних.

The article is devoted to the study of macroeconomic stability in Ukraine in the context of the decentralization process. The positive and negative factors of macroeconomic stability which caused by decentralization was determined and was determined the list of dangers that arose as a result of decentralization process. It is established that in the context of the analysis of macroeconomic stability of Ukraine at the present stage it is important to take into account the changes that have been caused by decentralization processes. This need is due to the fact that most government decisions at the state level are formed on the principle of bottom-up. Decentralization has made significant adjustments to all areas of socio-economic relations. Among the most essential and those that have a direct impact on macroeconomic indicators can identify major changes in administered and territorial structure in the fiscal system, changes in intergovernmental relations related reforms and others. Each of them is interconnected with another and generates both new advantages and new disadvantages for the macroeconomic stability of the country. So, for the understanding of the positive and negative effects of decentralization on macroeconomic parameters necessary to determine the problems faced by both new and already generated merged municipalities (OTG) are the smallest administrative units in the structure of state Ukraine. The results of the study showed that there is a relationship between macroeconomic stability and changes in public life caused by deteneralization processes. At the same time, macroeconomic stability is an expression of the effectiveness of management activities of central authorities, an understanding of current trends, both domestic and international.
