Abstract	This paper illustrates the theoretical and historical account of public opinion survey with reference to public policy (any field-infrastructure, development, environment management, etc.). Paper is based on secondary information and provides a general base of the public opinion survey. The purpose of the paper is to outline the foundation of public opinion collection and use in the policy formulation on general public concern issues such as climate change.
