Аналіз формування та використання коштів пенсійного фонду України на прикладі Сумського регіону

Abstract

Попри економічні трансформації й реформи, що відбуваються в Україні, діяльність Пенсійного фонду залишається на низькому рівні, як загалом по країні, так і регіонах, .про що свідчить збільшення дефіциту бюджету Пенсійного фонду України щорічно. У статті проведено аналіз діяльності Сумського об’єднаного управління ПФУ Сумської області. Визначено джерела формування дохідної частини бюджету. Досліджено динаміку надходжень протягом 2015–2018 рр., структуру доходів і виконання планових показників. Надано аналіз видаткової частини бюджету, досліджено динаміку видатків Пенсійного фонду за 2015–2018 рр., динаміку чисельності пенсіонерів, середніх розмірів пенсій за видами пенсій. Установлено перспективи розвитку пенсійної системи України й обґрунтовано необхідність реформування діяльності ПФУ.

Несмотря на реформы, происходящие в Украине, деятельность Пенсионного фонда остается на низком уровне, как в целом по стране, так и регионах, о чем свидетельствует увеличение дефицита бюджета Пенсионного фонда Украины (ПФУ) из года в год. В статье представлен анализ деятельности Сумского объединенного управления ПФУ Сумской области. Определены источники формирования доходной части бюджета. Исследована динамика поступлений за 2015-2018 годы., структура доходов и выполнения плановых показателей. Проанализирована расходная часть бюджета, исследована динамика расходов Пенсионного фонда за 2015-2018 годы, средний размер пенсий по видам пенсий, средняя заработная плата, количество пенсионеров по категориям. Обоснована необходимость реформирования пенсионной системы Украины пенсионного фонда. In connection with the process of European integration in the economic space of Ukraine, a special place among the important socio-economic problems is given to pensions, in particular, it became necessary to fulfill obligations in accordance with international standards for ensuring a decent life for pensioners and the Pension Fund of Ukraine is the guarantor of this. However, despite the economic transformations and reforms taking place in the country, the activities of the Pension Fund remain low both throughout the country and in the regions. The purpose of the article is to assess the practical aspects of mobilizing resources to the budget of the Pension Fund of Ukraine. The article analyzes the activities of the Pension Fund of Ukraine in the Sumy region: determined the sources of formation of budget revenues; analyzed income and expenses for 2015-2018, the dynamics of the number of pensioners, as well as the average size of pensions by type of pension. The actual flow of own funds to the budget of the pension fund averaged 9.9% of the total amount of revenues to the budget; load on 1 UAH of own income in 2015 - 21.96 UAH, in 2016 - 22.99 UAH, in 2017 - 24.11 UAH, in 2018 - 39.92 UAH. Indicators of average wages in the Sumy region in comparison with 01.01.2017 - 01.01.2019 increased by 25,6%, and compared with 01.01. 2018-01.01.2019, by 17%. as of 01.01.2018, the average payment of pensions increased compared with 2017, by 45.79%, by 01.01.2019 the increase was 3.99% compared with 2018. As a result of comparing incomes and expenses, it was found that expenses significantly exceed incomes, which is a negative phenomenon. Careful analysis of statistical and analytical data made it possible to assess the level of pension coverage in the region. It was stressed that the reform of the Pension Fund of Ukraine is necessary for optimal financial support for the development of the pension system. The analysis of the activities of the regional of the pension fund of Ukraine allowed not only to determine the structure and dynamics of income and expenditure indicators, but also to identify ways of reforming the pension system.
