Управління сферою рекреації в міських агломераціях

Abstract

В статті розглянуто управління сферою рекреації в Україні. Доведено, що до сфери рекреації входить розгалужена система галузей, таких як туризм, громадське харчування, транспорт, культура та спорт. В Україні всі ці галузі в регіонах розвиваються окремо та є підзвітними та підконтрольними різним органам державного та муніципального управління. Тому, очевидною є проблема узгодженості управління цими сферами на місцевому рівні. Актуальним також є розвиток цих сфер у взаємодії місто-село, що можуть доповнювати та розширяти послуги рекреації. Таким чином, створення міських агломерації, з координаційним органом – радою агломерації, може вирішити існуючи проблеми управління. В статті розглянутий іноземний досвід державного управління рекреацією. Доведено, що створення міських агломерацій може принести народногосподарський ефект.

В статье рассмотрено управления сферой рекреации в Украине. Доказано, что в сферу рекреации входит разветвленная система отраслей, таких как туризм, общественное питание, транспорт, культура и спорт. В Украине все эти отрасли в регионах развиваются отдельно и является подотчетными и подконтрольными разным органам государственного и муниципального управления. Поэтому, очевидна проблема согласованности управления этими сферами на местном уровне. Актуальным также является развитие этих сфер во взаимодействии город-село, могут дополнять и расширять услуги рекреации. Таким образом, создание городских агломераций, с координационным органом - советом агломерации, может решить существующие проблемы управления. В статье рассмотрен зарубежный опыт государственного управления рекреацией. Доказано, что создание городских агломераций может принести народнохозяйственный эффект.

The management of recreation industry in Ukraine is considered in the article. It has been proved that the recreational sphere includes an extensive system of industries such as tourism, catering, transport, culture and sports. All these sectors in the regions are developed separately and they are accountable and controlled by various state and municipal authorities in Ukraine. Therefore, obviously, there is a problem of concordance of management of these areas at the local level. Also relevant is considered the development of these spheres in city-village system interactions that can complement and expand recreation services. Thus, the creation of urban agglomerations, with coordinating authorities – the agglomeration council, can solve existing problems of management. Whether the development of the recreational industry will be more effective if the management is transferred to the level of local self-government (namely the governing bodies of urban agglomerations) - this is the hypothesis have been investigated in the article. The article analyzes the advantages and disadvantages of urban agglomeration in the sphere of recreation, identifies the positive aspects of creating agglomeration for the population. The elements of spatial and functional principles of management of recreation in urban agglomerations have been formed. The reasons of population migration to urban areas have been investigated in the article. The foreign experience of state management of recreation is examines in the article. In particular, the system of management in the recreational field of such countries as France, Spain, Great Britain, Italy has been thoroughly investigated. It was found that the main institutions, that operating in the recreational sector in EU countries are the World Tourism Organization, the Committee on Regional Policy of the Council of Ministers of the EU and the European Regional Development Fund operating within the EU budget. The article proved that the creation of urban agglomerations can bring economic effect. Since, Ukraine has significant recreational potential that needs to be developed in the interaction of all areas of recreation.
