Аналіз світових рейтингів оцінки формування та розвитку цифрової економіки та місце України в них

Abstract

У статті на основі узагальнення аналітико-методичних розробок та рейтингувань міжнародних організацій виділено групи показників для аналізу рівня сформованості та розвитку цифрової економіки в країнах світу, серед яких: базові інфраструктурні елементи цифрової економіки; сектори з цифровою підтримкою; сектори нових цифрових технологій. Доведено, що складовими світових рейтингів, що визначають розвиток цифрової економіки в країні є такі характеристики як рівень якості навчання, освіти та науки, технологічні умови, сприятливість нормативно-правової бази, наявність розвиненого венчурного та фінансового ринку, цифрова грамотність населення та готовність бізнесу і державних інституцій інвестувати у передові цифрові технології. Обґрунтовано наявність тісного кореляційного зв‘язку між рівнем багатства країни та розвитком цифрової економіки в ній. Визначено, що у порівнянні зі своїми Східно-європейськими сусідами Україна займає найнижчі показники у світових рейтингах та індексах розвитку цифрової економіки.

В статье на основе обобщения аналитико-методических разработок и рейтинговых оценок международных организаций выделены группы показателей для анализа уровня сформированности и развития цифровой экономики в странах мира, среди которых: базовые инфраструктурные элементы цифровой экономики; сектора с цифровой поддержкой; сектора новых цифровых технологий. Доказано, что составляющими мировых рейтингов, определяющих развитие цифровой экономики в стране есть такие характеристики как уровень качества обучения, образования и науки, технологические условия, благоприятность нормативно-правовой базы, наличие развитого венчурного и финансового рынка, цифровая грамотность населения и готовность бизнеса и государственных институтов инвестировать в передовые цифровые технологии. Обоснованно наличие тесной корреляционной связи между уровнем богатства страны и развитием цифровой экономики в ней. Определено, что по сравнению со своими Восточно-европейскими соседями Украина занимает низкие показатели в мировых рейтингах и индексах развития цифровой экономики.

The article, based on the generalization of analytical and methodological developments and ratings of international organizations, sets out groups of indicators for analyzing the level of formation and development of the digital economy in the world, including basic infrastructure elements of the digital economy; digitally supported sectors in which new activities or business models have emerged and transformed by digital technologies; sectors of new digital technologies, which form the preconditions for further technological progress in the development of digital products and services of the future. It is determined that to assess the degree of formation of the digital economy in the country, it is crucial to analyze its position in various international rankings and indices. It is proved that the components of all indices that determine the development of digital economy in the country are such characteristics of countries as the quality of education and science, technological conditions, free access to the Internet for all groups of people and favorable regulatory framework for digital industries development, developed financial market with great variety of financial instruments, venture capital and market inclusiveness, inclusive financial services, digital literacy of the population and the willingness of businesses and government institutions to invest in advanced digital technologies that are not yet able to generate profitability. The existence of a close correlation between the level of wealth of the country and the development of the digital economy in it is substantiated. It is determined that the digital economy is much larger and more mature in developed countries than in developing ones. The paper identifies that despite its glorious history in ICT development, Ukraine has failed to scale its innovative developments to the mass market, as well as to make full use of digital technologies for the development of the domestic economy. Compared to its Eastern European neighbors, Ukraine has the lowest indicators in world rankings and indices of digital economy development.
