Оцінка взаємозв’язку між електронним урядуванням та детінізацією економіки

Abstract

Стаття узагальнює аргументи та контраргументи в межах наукової дискусії з питання детінізації національної економіки шляхом удосконалення державного управління за рахунок використання сучасних інформаційно-комунікаційних технологій. Основною метою проведеного дослідження є визначення критично необхідного рівня запровадження сервісів електронного урядування, що дасть змогу мінімізувати масштаби тіньових операцій в Україні. Методичним інструментарієм проведеного дослідження стали методи кореляційного аналізу та гребеневої регресії. У роботі встановлено наявність оберненої залежності між рівнями електронного урядування та тінізації економіки. Дослідження емпірично підтверджує та теоретично доводить, що в наступні роки Україні необхідно вжити заходів, спрямованих на стимулювання інвестицій у вдосконалення телекомунікаційної інфраструктури, підвищення рівня цифрової грамотності громадян та представників бізнесу.

Статья обобщает аргументы и контраргументы в научной дискуссии по вопросу детенизации национальной экономики путем совершенствования государственного управления за счет использования современных информационно-коммуникационных технологий. Основной целью проведенного исследования является определение критически необходимого уровня внедрения сервисов электронного правительства, что позволит минимизировать масштабы теневых операций в Украине. Методическим инструментарием проведенного исследования стали методы корреляционного анализа и коньковой регрессии. В работе установлено наличие обратной зависимости между уровнями электронного управления и тенизации экономики. Исследование эмпирически подтверждает и теоретически доказывает, что в последующие годы Украине необходимо принимать комплекс мер, которые направлены на стимулирование инвестиций в совершенствование телекоммуникационной инфраструктуры, повышение уровня цифровой грамотности граждан и представителей бизнеса.

This article summarizes the arguments and counterarguments within the sci-entific discussion on the deshadowing the national economy through the im-provement of public administration through the use of modern information and communication technologies. The development of e-government will improve the quality of services provided by state and local governments, reduce administrative expenditures, increase the likelihood of violations in the public sector, and minimize the corruption risk, thereby reducing the shadow activity. The main purpose of the study is to determine the critical level of implementation of e-government services, which will minimize the scale of shadow operations in Ukraine. Investigation the impact of e-governance on shadow economy in the paper is carried out in the following logical sequence: conducting a comparative analysis of trends in e-government and shadow economic processes in Ukraine and the European countries; assessment the relationship between the analyzed indicators; building an optimization model. Methodological tools of the research methods were correlation analysis and ridge regression. The Government Development Index and its subindexes were chosen to quantify the level of digitalization in Ukraine. F. Schneider's method was used to estimate the size of the shadow economy. The paper establishes the inverse non-linear relationship between the levels of e-government and the shadow economy in Ukraine. The article presents the results of an empirical study that shows the following: with the maximum possible level of e-government in 0,75 units, provided that other factors that contribute to the development of the shadow sector in Ukraine, the minimum possible level of shadowing of the economy becomes 29,69%. The study empirically confirms and theoretically proves that in the coming years Ukraine needs to take a set of measures aimed at stimulating investment in improving the telecommunications infrastructure, increasing the level of digital literacy of citizens and businesses. The obtained results allowed to get new ideas about the relationship between the shadow economy and e-government in Ukraine, which can be practically used by national and local governments.
