Оцінка рівня фінансової безпеки України

Abstract

У статті висвітлено важливість оцінювання поточного стану фінансової безпеки країни задля підтримки високого рівня соціально-економічного розвитку та цілісності фінансової системи країни. Оцінено та проаналізовано стан фінансової безпеки України за допомогою показників, представлених в Методичних рекомендаціях щодо розрахунку рівня економічної безпеки України, визначених наказом Міністерства економічного розвитку і торгівлі України. Зокрема, здійснено розрахунок та аналіз інтегральних показників банківської безпеки, безпеки небанківського фінансового ринку, боргової, бюджетної, валютної та грошово-кредитної безпеки України за 2013–2018 роки. Визначено основні причини та коливання рівня фінансової безпеки України за секторами, розраховано відповідні значення субіндексів економічної безпеки та значення інтегрального показника фінансової безпеки України. Також запропоновано заходи щодо покращення поточного рівня фінансової безпеки.

В статье освещена важность оценивания текущего состояния финансовой безопасности страны с целью поддержания высокого уровня социально-экономического развития и целостности финансовой системы страны. Оценено и проанализировано состояние финансовой безопасности Украины с помощью показателей, представленных в Методических рекомендациях по расчету уровня экономической безопасности Украины, определенных приказом Министерства экономического развития и торговли Украины. В частности, осуществлены расчет и анализ интегральных показателей банковской безопасности, безопасности небанковского финансового рынка, долговой, бюджетной, валютной и денежно-кредитной безопасности Украины за 2013–2018 годы. Определены основные причины и колебания уровня финансовой безопасности Украины по секторам, рассчитаны соответствующие значения субиндексов экономической безопасности и значения интегрального показателя финансовой безопасности Украины. Также предложены меры по улучшению текущего уровня финансовой безопасности.

The analysis of recent scientific studies and the main indicators of the development of the domestic economy indicate its significant imbalance, which leads to a reduction of effective resistance to negative endogenous and exogenous factors that affect the stable functioning of financial, monetary, currency, banking, and budget and tax systems. In this point of view, the study of financial security of the country and its current state is important in order to maintain a high level of social and economic development and integrity of the financial system of the country. Analysis of the financial security of Ukraine by indicators that are presented in the Methodological recommendations for calculating the level of economic security of Ukraine approved by order of the Ministry of economic development and trade of Ukraine. In particular, the calculation and analysis of banking safety, the security of non-bank financial market, debt, budget, currency and monetary security of Ukraine for 2013–2018 have been carried out. The main reasons for fluctuations the financial security level of Ukraine by sectors are determined and the relevant values of economic security sub-indexes and importance the integral indicator of financial security of Ukraine are calculated. In recent years, the level of banking, non-banking and currency security by the indicator of the sub-index reaches a dangerous level. For example, the indicator for banking security is 0.38 in 2018. The indicator for currency security is 0.42 in 2018. The indicator for security of the non-bank financial market is from 0.30 to 0.49 throughout the analyzed period. In turn, the sub-indexes on debt, budget, and monetary security characterize the unsatisfactory level of financial security. In the period from 2016-2018, the level of debt security is 0.51–0.60. The indicator for budget security is 0.61 in 2017 and 0.67 in 2018. The level of monetary security fluctuates from 0.46 to 0.70 during the completely analyzed period. When the importance of the integral indicator of Ukraine’s financial security is analyzed, it could be noted that there is an unsatisfactory level in 2013 that deteriorates in 2014 to a dangerous one and remains at that level until 2016. In the last two years of the analyzed period, the level of financial security is unsatisfactory. Measures have also been proposed to improve the current level of financial security.
