Україна і Європейський банк реконструкції та розвитку: сучасна зміна вектору співробітництва

Abstract

У статті наведено результати аналізу поточного стану фінансово-кредитних відносин між Українськими суб’єктами господарювання і Європейським банком реконструкції та розвитку (ЄБРР). Наразі для України дане питання стає напрочуд актуальним, через дефіцит внутрішніх фінансових ресурсів, а отже виникає потреба у активному розвитку співробітництва з цією міжнародною фінансовою інституцією в контексті ресурсної підтримки вартісних національних проектів. Мета статті полягає у проведенні дослідження актуальних напрямків співпраці України з Європейським банком реконструкції та розвитку, їх поточного стану та можливих перспектив. Обґрунтовано провідні принципи організації взаємного співробітництва ЄБРР з приватними та державними господарськими суб’єктами в ході підтримки трансформаційних процесів в Україні. Проаналізовано перспективи подальшого розвитку співробітництва з Європейським банком реконструкції та розвитку. Для акцентування уваги на важливості ролі ЄБРР наведено конкретні приклади успішних проектів, які запроваджені за фінансової підтримки банку. Визначено галузі, до яких спрямовується переважна більшість фінансових ресурсів та проаналізовано динаміку надання кредитних коштів за останні 6 років. Відзначено переорієнтацію цільового спрямування кредитів на реалізацію інфраструктурних проектів порівняно з проектами інших галузей за останній період. Наведено приклади відмов у фінансуванні проектів та проаналізовано їх причини. Здійснено аналіз динаміки отримання кредитних ресурсів від Європейського банку реконструкції та розвитку в кількісному та вартісному вираженні. Виявлено напрямки впливу результатів співпраці ЄБРР з Україною на ключові сфери національної економіки та надана оцінка потенційним вигодам від реалізації запланованих проектів. Запропоновано створити дорадчо-експертну групу з числа висококваліфікованих фахівців банківської справи, що здійснювала б попередню оцінку проектів та надавала рекомендації щодо їх відповідності вимогам ЄБРР. На основі оцінки поточного стану співробітництва України з ЄБРР були сформовані очікування та прогнози щодо його потенційних можливостей для розвитку у найближчому майбутньому.

The article presents the results of the analysis of the current state of financial and credit relations between Ukrainian economic entities and the European Bank for Reconstruction and Development (EBRD). Currently, this issue is becoming surprisingly relevant for Ukraine, due to the lack of domestic financial resources, and therefore there is a need for active development of cooperation with this international financial institution in the context of resource support of expensive national projects. The purpose of the article is to conduct a study of current areas of cooperation between Ukraine and the European Bank for Reconstruction and Development, their current status and possible prospects. There are substantiated the guiding principles of the organization of mutual cooperation of the EBRD with private and state economic entities during support ofthe transformation processes in Ukraine. Prospects for further development of cooperation with the European Bank for Reconstruction and Development are analyzed. To emphasize the importance ofthe role ofthe EBRD, there are given specific examples ofsuccessful projects, which are implemented with the financial support of the bank. Were identified the industries to which the vast majority of financial resources are directed and also was analyzed the dynamics of lending for the last 6 years. There is noted a reorientation of the target direction of loans for the implementation of infrastructure projects in comparison with the projects of other industries for the last period. Examples of refusals to finance projects are given and their reasons are analyzed. Was made an analysis of the dynamics of obtaining credit resources from the European Bank for Reconstruction and Development in quantitative and cost terms. Were identified the directions of the impact of the EBRD's cooperation with Ukraine on key areas of the national economy and also was provided an assessment of the potential benefits from the implementation ofplanned projects. It is proposed to create an advisory group of highly qualified banking specialists who carry out preliminary evaluation ofprojects and provide recommendations on their compliance with EBRD requirements. Based on the assessment of the current state of Ukraine's cooperation with the EBRD, expectations and forecasts were formed regarding its potential opportunities for development in the near future.
