Регіональний контекст пандемії COVID-19 в Україні

Abstract

У зв’язку з початком світової пандемії COVID-19 починаючи з 12 жовтня 2020 р. Україна увійшла у стадію карантинного існування. Усі галузі державного і приватного секторів країни зазнали структурних змін, і, як показав досвід цього періоду, дані зміни носять більшою мірою негативний характер для соціально-економічного становища. Ураховуючи значну диференціацію між регіонами України за рівнем уразливості населення до COVID-19, можемо спостерігати і різний ступінь «ураженості» областей її економічних, соціальних, екологічних, медичних та інших детермінант розвитку. Проведений аналіз соціально-економічного стану України показав, що пандемія COVID-19 значною мірою відобразилася на економіці країни у цілому, спричинивши скорочення виробництва, зростання рівня безробіття, ускладнення транспортного сполучення. Водночас обмеження, введені для боротьби з пандемією COVID-19, сприяли розвитку роздрібної торгівлі. В Україні дві третини населення хворіють на те чи інше захворювання, майже третина населення має хворобу, пов’язану з органами дихання, туберкульозом. Така ситуація є небезпечною з позиції захворюваності на COVID-19, оскільки цей вірус переважно вражає дихальну систему людини.

В связи с началом мировой пандемии COVID-19 начиная с 12 октября 2020 г. Украина вошла в стадию карантинного существования. Все отрасли государственного и частного секторов страны претерпели структурные изменения, и, как показал опыт этого периода, данные изменения носят в большей степени негативный характер для социально-экономического положения. Учитывая значительную дифференциацию между регионами Украины по уровню уязвимости населения к COVID-19, можем наблюдать и разную степень «пораженности» областей ее экономических, социальных, экологических, медицинских и других детерминант развития. Проведенный анализ социально-экономического состояния Украины показал, что пандемия COVID-19 в значительной степени отразилась на экономике страны в целом, вызвав сокращение производства, рост безработицы, осложнения транспортного сообщения. В то же время ограничения, введенные для борьбы с пандемией COVID-19, способствовали развитию розничной торговли. В Украине две трети населения имеют то или иное заболевание, почти треть населения имеет болезнь, связанную с органами дыхания, туберкулезом. Такая ситуация опасна с точки зрения заболеваемости COVID-19, поскольку этот вирус в основном поражает дыхательную систему человека.

The rapid spread of coronavirus (COVID-19) in 2019 has dramatically affected countries' lives around the world. While some economies are actively recovering from the effects of severe quarantine restrictions, others are experiencing a rapid and consistent spread of the disease, forcing governments to introduce social distancing measures that continue to destabilize the country's socioeconomic development, especially in densely populated areas. The dynamic growth and spread of COVID-19 around the world have prevented scientists in the economic, social, and political sciences from developing qualitative models that would predict the impact of the disease on the course of the country's macroeconomic indicators. This exacerbates the situation with an increase in the number of infected people and deaths due to the disease. Due to the beginning of the global pandemic COVID-19, starting from, Ukraine entered the quarantine stage. All sectors of the country's public and private sectors have undergone structural changes. As the experience of this period has shown, these changes are more damaging to the socio-economic situation. Given the significant differentiation between Ukraine regions in terms of the level of vulnerability of the population to COVID-19, we can observe different degrees of "vulnerability" of the regions of its economic, social, environmental, medical, and other determinants of development. The spread of the COVID-19 virus has significantly affected the daily lives of Ukrainians. In Ukraine, as of October 24, 2020, 343,497 cases of COVID-19 were confirmed. Most in absolute terms in Kyiv, Kharkiv, and Lviv regions. It is also worth noting that in parallel with the high incidence rate, these areas have the highest mortality rate from COVID-19. The analysis of Ukraine's socio-economic situation showed that the COVID-19 pandemic significantly affected the country's economy as a whole, causing a reduction in production, rising unemployment, and difficult transport links. Simultaneously, the restrictions imposed to combat the COVID-19 pandemic have contributed to the development of retail trade. In Ukraine, two-thirds of the population suffer from one or another disease. Almost a third of the population has a condition related to the respiratory system, tuberculosis. This situation is dangerous from the point of view of the incidence of COVID-19 because this virus mainly affects the human respiratory system.
