Нормативно-правові засади державного регулювання обороту віртуальних активів: теоретичний аспект

Abstract

Розвиток технологій та цифрової економіки змінюють роль грошей як традиційного засобу платежу та посилюють популярність віртуальних активів. Найпопулярніші із них – криптовалюти, у нинішній системі міжнародних валютно-фінансових відносин, є зручним інструментом електронних розрахунків та перспективним активом для інвестування. Водночас, віртуальні активи є викликом для регуляторних систем національних економік, оскільки мають децентралізовану природу обігу, на який державні та приватні фінансові інститутуції не мають впливу.

The development of technology and the digital economy are changing the role of money as a traditional means of payment and increasing the popularity of virtual assets. The most popular of them are cryptocurrencies, in the current system of international monetary and financial relations, they are a convenient tool for electronic payments and a promising investment asset. At the same time, virtual assets are a challenge for the regulatory systems of national economies, as they have a decentralized nature of circulation, on which public and private financial institutions have no influence.
