Основні напрями вирішення проблем молодіжної політики в Україні

Abstract

Першочергове завдання стратегічного розвитку держави – вирішення проблем, які стосуються формування молодіжної політики, тому досліджено базові проблеми та виявлено основні напрями їх вирішення. Встановлено, що законодавство України потребує значних змін для підвищення ефективності реалізації молодіжної політики. До проблем у сфері норма-тивно-правового регулювання автори відносять: розбіжності в теоретичній базі, відсутність багатьох необхідних правових актів та невідповідність законодавства стандартам ЄС. Авторами визначено напрями вирішення нормативно-правових проблем у сфері молодіжної політики, зокрема: зміна вікових меж молоді у законодавстві України; забезпечення мотива-ції роботодавців для працевлаштування молоді, затвердження Закону України «Про перше місце роботи»; зміна підходу до формування стратегії молодіжної політики; гармонізація законодавства України до законодавства ЄС: впровадження триступеневої структури реалізації молодіжної політики. За результатами дослідження встановлено, що економічними напрямами підвищення ефективності реалізації молодіжної політики є: збільшення фінансування на розвиток молодіжної політики; підвищення кваліфікації молодіжних працівників; розширення мережі молодіжних центрів та просторів; покра-щення системи моніторингу за допомогою впровадження обов’язкового щорічного звіту виконання програм та стратегій; впровадження молодіжних програм з метою залучення молоді до формування молодіжної політики; підвищення комунікації влади з молоддю, створення єдиного порталу з всією необхідною інформацією тощо.

The state’s attitude towards youth and its problems is manifested through the implementation of a clear and balanced state youth policy. When the result of such a policy is the creation of all the necessary conditions and the provision of adequate guarantees for social progress and further successful development of young people, they can and want to use their potential for the benefit of society. The primary task of the strategic development of the state is to solve problems related to the formation of youth policy, therefore, the basic problems were investigated and the main directions of their solution were established. It has been established that the legislation of Ukraine needs significant changes to improve the effectiveness of youth policy implementation. The authors refer to the problems in the field of normative and legal regulation: disagreements in the theoretical base, the absence of many necessary acts and non-compliance of legislation with EU standards. The authors have determined directions for solving regulatory and legal problems in the field of youth policy, in particular: changing the age limits of youth in the legislation of Ukraine; ensuring the motivation of employers for youth employment, approval of the Law of Ukraine “On the first place of work”; changing the approach to the formation of youth policy strategy; harmonization of Ukrainian legislation with EU legislation: implementation of a three-stage structure of youth policy implementation. According to the results of the research, it was established that the economic directions for increasing the effectiveness of youth policy implementation are: increasing funding for the development of youth policy; qualification improvement of youth workers; expansion of the network of youth centres and spaces; improving the monitoring system through the introduction of a mandatory annual report on the implementation of programs and strategies; implementation of youth programs in order to involve young people in the formation of youth policy; improving communication between the government and youth, creating a single portal with all the necessary information, etc.
