Трансформація практики управління соціально-економічними системами в умовах загострення кризових явищ

Abstract

Метою статті є дослідження практичних підходів до управління соціально-економічними системами в умовах загострення кризових явищ. Здійснено аналіз впливу війни на економічну ситуацію у країні. З метою виявлення оперативних та стратегічних завдань процесу управління соціально-економічними системами в умовах кризи запропоновано визначити системні інструменти управління (регулювання, моніторинг, координація); групи зацікавлених сторін (бізнес, громадськість, уряд); рівень залученості зацікавлених сторін до управління кризою; комунікації між елементами управління; результати управління (досягнення спільних цілей). Виявлено, що трансформація практики управління соціально-економічними системами в умовах загострення кризових явищ полягає у використанні таких сучасних методів управління, як розробка інтегрованої методології управління соціально-економічними системами в умовах кризи, що базується на інструментах аналізу великих даних та штучного інтелекту; застосування методів машинного навчання для передбачення економічних та соціальних наслідків кризових ситуацій, або створення інформаційної системи; розробка системи моніторингу та оцінки ефективності вжитих заходів з управління кризовою ситуацією; застосування концепції цифрової трансформації та електронного управління; застосування принципів кругової економіки для забезпечення більш стійкого та сталого розвитку соціально-економічної системи.

The article is devoted to the transformation of the practice of managing socio-economic systems in the context of aggravation of crisis phenomena. The purpose of the article is to study practical approaches to the management of socio-economic systems in the context of aggravation of crisis phenomena. The author analyzes the impact of war on the economic situation in the country. The criteria for managing socio-economic systems in the context of aggravation of crisis phenomena, which, in particular, determine the sustainability of its economic growth, are determined. The elements of the process of managing socio-economic systems in terms of crisis phenomena are presented. With a view to identifying the operational and strategic tasks of the process of managing socio-economic systems in a crisis, it is proposed to define systemic management tools (regulation, monitoring, coordination); groups of stakeholders (business, public, government); the level of stakeholder involvement in crisis management; communication between management elements; management results (achievement of common goals). It has been found that the transformation of the practice of managing socio-economic systems in the context of aggravation of crisis phenomena is to use such modern management methods as the development of an integrated methodology for managing socio-economic systems in crisis, based on big data analysis and artificial intelligence tools (this approach can be useful for various socio-economic systems, including local and regional, national and international); application of machine learning methods to predict economic. Thus, the transformation of the practice of managing socio-economic systems in the context of aggravation of crisis phenomena is an important task to ensure sustainable development and efficient operation of the system in the face of uncertainty and change. The key to the successful implementation of the practice of managing socio-economic systems in the context of aggravation of crisis phenomena is to introduce new approaches and tools, develop managerial competencies and increase the level of social responsibility.
