Abstract	У роботі досліджено еволюцію поняття «особа з інвалідністю» у міжнародних актах; надано загальну характеристику міжнародно-правового механізму захисту прав осіб з інвалідністю; визначено та охарактеризувано загальні гарантії прав осіб з інвалідністю у праві Ради Європи; проаналізувана практика ЄСПЛ щодо захисту прав осіб з інвалідністю; проведено оцінювання стану реалізації європейських стандартів в українському законодавстві та практиці, виявлено проблеми та недоліки у ційї сфері. The study examines the evolution of the concept of "person with disabilities" in international instruments; provides a general description of the international legal mechanism for the protection of the rights of persons with disabilities; identifies and characterizes the general guarantees of the rights of persons with disabilities in the law of the Council of Europe; analyzes the ECHR practice on the protection of the rights of persons with disabilities; assesses the status of implementation of European standards in Ukrainian legislation and practice, and identifies problems and shortcomings in this area.
