Ризик, аналіз, перспективи імпакт-інвестування в постконфліктне відновлення економіки Україн

Abstract

У статті досліджено концептуальні основи здійснення імпакт-інвестування в пост- конфліктний (післявоєнний) період із метою економічного відновлення в Україні. Головну увагу приділено аналізу підходів до оцінки інвестиційної привабливості регіонів, що постраждали внаслідок воєнних дій, оскільки вони є політично неста- більними, зі слабкою цивільною інфраструктурою, нефункціональною правовою системою та поляризованим суспільством. Укупі це створює високий ризик для ін- весторів. Було розглянуто досвід таких провідних міжнародних організацій, як Ор- ганізація Об’єднаних Націй (ООН), ОЕСР, Світовий Банк та Міжнародна Фінансова Корпорація (МФК) у контексті їхньої діяльності з приводу методів оцінки інвести- ційних ризиків та ідентифікації пріоритетних сфер інвестування. Наведено практи- чні кейси успішної імплементації імпакт-інвестиційних стратегій у країнах Західної Африки. Особлива увага приділена вивченню перспективи імпакт-інвестування в Україні в період воєнного конфлікту та макроекономічної нестабільності на основі аналізу ключових проблем, які виникли на території країни внаслідок війни. Було визначено, що загальне профілювання регіону є первинним елементом роботи, оскільки це дозволяє конкретизувати територіальні кордони інвестиційного проє- кту, виявити економічні проблеми регіону, стан зайнятості та ін. Проте будь-якому фінальному рішенню, що приймається про реалізацію імпакт-проєкту, має переду- вати припинення конфлікту шляхом мирних переговорів або мирної угоди. У ре- зультаті емпіричного дослідження було сформовано узагальнену матрицю SWOT- аналізу для оцінки рівня ризику інвестиційного імпакт-проєкту в постконфліктному регіоні; розроблено типологізацію показників оцінки інвестиційного ризику та еко- номічного профілювання регіону, який потенційно може виступати об’єктом імпакт- інвестування.

The article examines the conceptual foundations of impact investing in the post- conflict (post-war) period with the aim of economic recovery in Ukraine. The main attention is paid to the analysis of approaches to the assessment of investment attractiveness regions affected by hostilities, as they are politically unstable sick, with weak civil infrastructure, dysfunctional legal system and polarized society. In total, this creates a high risk for other vestors The experience of such leading international organizations as Or- ganization of the United Nations (UN), OECD, World Bank and International Financial Corporation (IFC) in the context of their activities regarding investment evaluation methods operational risks and identification of priority areas of investment. Practice is given cases of successful implementation of impact investment strategies in Western countries of Africa Special attention is paid to the study of the perspective of impact investing in Ukraine in the period of military conflict and macroeconomic instability on the basis analysis of key problems that arose on the territory of the country as a result of the war. It was it is determined that the general profiling of the region is the primary element of the work, since it allows specifying the territorial boundaries of the investment project to find out the economic problems of the region, the state of employment, etc. However, to any the final decision taken on the implementation of the impact project has a pre- ending the conflict through peaceful negotiations or a peace agreement. In re- based on the results of the empirical study, a generalized SWOT matrix was formed analysis to assess the level of risk of an investment impact project in the post-conflict period the region; a typology of investment risk assessment indicators and eco- nomic profiling of the region, which can potentially be an object of impact investment.
