Цифровий вектор інтеграції України в ЄС: воєнні виклики сьогодення

Abstract

Автори розглядають вплив цифрових технологій та інформаційної сфери на процес інтеграції України в Європейський Союз, зокрема з урахуванням воєнних викликів, що постають перед Україною в сучасних умовах. Зазначається, що цифрові технології та інформаційна сфера набувають все більшої ваги у світі, впливаючи на різні аспекти суспільного життя. У контексті євроінтеграції, цифровий аспект стає важливим фактором, що впливає на розвиток та співпрацю між країнами. Відзначається, що Україна має значний внесок у глобальну ІТ-індустрію, а потужний потенціал українських ІТ-фахівців сприяє успіху як України, так і країн ЄС. Досліджується вплив військової агресії на ринок праці в сфері інформаційних технологій, який може бути одним з перших ознак відновлення після конфлікту та має вплив на євроінтеграційні процеси України. Визначається, що державна підтримка розвитку ІТ-індустрії та створення сприятливих умов для приваблення нових інвестицій та талановитих фахівців розширить можливості в галузі цифрових технологій та впровадження цифрових рішень у різні галузі економіки. Одним з можливих підходів до відновлення та підтримки українських ІТ-компаній після війни – це збільшення співпраці з партнерами з країн Європейського Союзу. Взаємна підтримка та сприяння міжнародного співтовариства, включаючи ЄС, можуть сприяти відновленню довіри та привабити інвестиції для розвитку українського інформаційного сектору. В статті робиться акцент на тому, що незважаючи на виклики воєнного часу, інтеграція українського ІТ-сектору в економіку ЄС може стати стратегічним кроком для відновлення та подальшого розвитку високотехнологічного образу України. Відмічається, що це може мати великий вплив у майбутньому, коли світова економіка продовжує переходити до нових етапів індустріальної революції, таких як 3.0, 4.0 і 5.0. Автори акцентують увагу на важливості цифрового виміру, відзначаючи успішність українських ІТ-компаній та потенціал для подальшого розвитку. Досліджуються виклики, пов'язані з воєнним конфліктом, а також можливості для відновлення та співпраці з партнерами ЄС. Зазначається, що розвиток українського ІТ-сектору в контексті євроінтеграції може мати значний вплив на майбутній розвиток України та глобальну економіку.

The article examines the impact of digital technologies and the information sphere on the process of Ukraine's integration into the European Union, in particular, taking into account the military challenges facing Ukraine in the current environment. It is noted that digital technologies and the information sphere are becoming increasingly important in the world, affecting various aspects of public life. In the context of European integration, the digital aspect is becoming an important factor affecting the development and cooperation between countries. It is noted that Ukraine has a significant contribution to the global IT industry, and the strong potential of Ukrainian IT specialists contributes to the success of both Ukraine and the EU countries. The paper studies the impact of military aggression on the labor market in the field of information technology, which may be one of the first signs of recovery from the conflict and has an impact on Ukraine's European integration processes, is investigated. It is determined that state support for the development of the IT industry and the creation of favorable conditions for attracting new investments and talented professionals will expand opportunities in the field of digital technologies and the introduction of digital solutions in various sectors of the economy. One possible approach to restoring and supporting Ukrainian IT companies after the war is to increase cooperation with partners from the European Union. Mutual support and assistance from the international community, including the EU, can help restore trust and attract investment for the development of the Ukrainian information sector. The article emphasizes that, despite the challenges of wartime, the integration of the Ukrainian IT sector into the EU economy can be a strategic step to restore and further develop Ukraine's high-tech image. It is noted that this could have a major impact in the future, as the global economy continues to move to new stages of the industrial revolution, such as 3.0, 4.0, and 5.0. The authors emphasize the importance of the digital dimension, noting the success of Ukrainian IT companies and the potential for further development. The challenges posed by the military conflict, as well as opportunities for recovery and cooperation with EU partners, are explored. It is noted that the development of the Ukrainian IT sector in the context of European integration can have a significant impact on the future development of Ukraine and the global economy.
