Управління комунікаціями органів публічної влади з громадськістю (на прикладі головного управління Пенсійного фонду України в Сумській області)

Abstract

Кваліфікаційна робота присвячена дослідженню управління комунікаціями органів публічної влади з громадськістю на прикладі головного управління Пенсійного фонду України в Сумській області. Метою дослідження є вивчення теоретичних аспектів управління комунікаціями, аналіз практичного досвіду та розробка рекомендацій щодо покращення комунікаційної діяльності даної організації. Актуальність дослідження виявляється через важливість забезпечення ефективної комунікації між головним управлінням Пенсійного фонду України в Сумській області та громадськістю. Оскільки дана установа займається сферою соціального забезпечення, необхідність у безперебійній, швидкій та інформативно-насиченій комунікації стає доречною для забезпечення оптимального рівня підтримки. У першому розділі роботи проведено аналіз теоретичних аспектів управління комунікаціями органів публічної влади з громадськістю. Визначено поняття "управління комунікаціями" та виявлено його роль у діяльності органів публічної влади. Також розглянуто основні принципи та методи управління комунікаціями. Другий розділ присвячений аналізу практичних аспектів управління комунікаціями головного управління Пенсійного фонду України в Сумській області. Виявлено існуючу систему комунікацій з громадськістю, оцінено ефективність комунікаційної діяльності та запропоновано шляхи її покращення. У третьому розділі роботи розроблено рекомендації щодо покращення управління комунікаціями органів публічної влади з громадськістю на основі аналізу найкращих практик управління комунікаціями в органах публічної влади. Також визначено можливі перешкоди та ризики при впровадженні запропонованих рекомендацій. Отримані результати дослідження можуть бути використані в подальшій роботі головного управління Пенсійного фонду України в Сумській області з метою покращення комунікацій з громадськістю. Крім того, дана робота може бути корисною для науковців, які цікавляться питаннями управління комунікаціями в органах публічної влади.

The thesis is devoted to the study of the management of communications of public authorities with the public, for example, the head office of the Pension Fund of Ukraine in the Sumy region. The purpose of the study is to study the theoretical aspects of communication management, analyze practical experience and develop recommendations for improving the communication activities of this organization. The study's relevance is due to the importance of ensuring effective communication between the principal office of the Pension Fund of Ukraine in the Sumy region and the public. Since this institution is engaged in social security, the need for smooth, fast and informative communication becomes relevant to ensure the optimal level of support. In the first section of the work, an analysis of theoretical aspects of communication management of public authorities with the public is carried out. The concept of "communications management" is defined, and its role in the activity of public authorities is revealed. The main principles and methods of communication management are also considered. The second section is devoted to analyzing practical aspects of communications management of the principal office of the Pension Fund of Ukraine in the Sumy region. The existing communication system with the public was identified, the effectiveness of communication activity was evaluated, and ways of improvement were proposed. In the third section of the work, recommendations for improving the management of communications of public authorities with the public are developed based on the analysis of the best communications management practices in public authorities. Possible obstacles and risks in implementing the proposed recommendations are also identified. The results obtained from the research can be used to improve public communications at the head office of the Pension Fund of Ukraine in the Sumy region. In addition, this work can be helpful for scientists interested in communication management issues in public authorities.
