Аспекти публічного управління та адміністрування в сфері соціального захисту внутрішньо переміщених осіб (на прикладі Сумської міської територіальної громади)

Abstract

Кваліфікаційна робота бакалавра на тему «Аспекти публічного управління та адміністрування в сфері соціального захисту внутрішньо переміщених осіб (на прикладі Сумської міської територіальної громади)» викладена на 130 сторінках, містить 73 використаних джерела, 18 таблиць та 11 рисунків. Об'єктом дослідження є діяльність органів місцевого самоврядування щодо соціального захисту внутрішньо переміщених осіб на прикладі Сумської міської територіальної громади. Предметом дослідження є теоретичні та прикладні аспекти публічного управління та адміністрування в сфері соціального захисту внутрішньо переміщених осіб. Метою роботи є дослідження стану та проблем публічного управління соціальним захистом внутрішньо переміщених осіб на місцевому рівні, розробка рекомендацій щодо вдосконалення діяльності органів місцевого самоврядування в цій сфері на основі аналізу вітчизняного досвіду та кращих зарубіжних практик. Методи дослідження. В роботі застосовано комплекс загальнонаукових та спеціальних методів, зокрема: діалектичний, системний, структурно-функціональний, порівняльно-правовий, статистичний, соціологічний методи, що дозволило всебічно дослідити проблематику соціального захисту ВПО на рівні територіальної громади. Наукова новизна роботи полягає в тому, що вперше проведено комплексний аналіз ефективності публічного управління соціальним захистом ВПО на прикладі Сумської міської територіальної громади, виявлено проблемні аспекти в цій сфері, запропоновано модель міжвідомчої взаємодії та алгоритм впровадження цифрових технологій в процеси адміністрування допомоги переселенцям. Практичне значення одержаних результатів полягає в тому, що сформульовані в роботі висновки та пропозиції можуть бути використані в діяльності органів місцевого самоврядування при плануванні та реалізації заходів соціальної підтримки ВПО, розробці відповідних цільових програм. Запропоновані підходи до оптимізації міжвідомчої взаємодії та цифровізації послуг для ВПО можуть бути апробовані в інших територіальних громадах України. Апробація результатів роботи. Тези доповіді мають назву: «Публічне адміністрування процесів адаптації внутрішньо переміщених осіб в Україні – аспект психологічної підтримки». Дослідження виконане здобувачкою освіти групи ЕН-03/2пу Сумського державного університету (м. The bachelor's qualification work on the topic "Aspects of public management and administration in the field of social protection of internally displaced persons (on the example of the Sumy urban territorial community)" is laid out on 130 pages, contains 73 used sources, 18 tables and 11 figures. The object of the study is the activity of local self-government bodies regarding the social protection of internally displaced persons on the example of the Sumy urban territorial community. The subject of the study is theoretical and applied aspects of public management and administration in the field of social protection of internally displaced persons. The purpose of the work is to study the state and problems of public management of social protection of internally displaced persons at the local level, to develop recommendations for improving the activities of local self-government bodies in this area based on the analysis of domestic experience and best foreign practices. Research methods. The work uses a complex of general scientific and special methods, in particular: dialectical, systemic, structural-functional, comparative-legal, statistical, sociological methods, which made it possible to comprehensively investigate the problems of social protection of IDPs at the level of the territorial community. The scientific novelty of the work is that, for the first time, a comprehensive analysis of the effectiveness of public management of social protection of IDPs was carried out on the example of the Sumy urban territorial community, problematic aspects in this area were identified, a model of interdepartmental interaction and an algorithm for introducing digital technologies into the processes of administering aid to displaced persons were proposed. The practical significance of the obtained results lies in the fact that the conclusions and proposals formulated in the work can be used in the activities of local self-government bodies in the planning and implementation of social support measures for IDPs, and the development of relevant target programs. The proposed approaches to optimization of interdepartmental interaction and digitization of services for IDPs can be tested in other territorial communities of Ukraine. Approbation of work results.
