Рада безпеки ООН як гарант основних принципів міжнародного права: проблеми та перспективи

Abstract

У статті розглядається Рада безпеки ООН як гарант основних принципів міжнародного права: проблеми та перспективи. Організація об'єднаних націй – потужна міжурядова організація, яка є найпотужнішим у світі уособленням гуманності країн по відношенню одна до одної. Прагнення до світового миру, до поважних стосунків між країнами призвели у 1945 році до створення Організації об’єднаних націй (далі - ООН). Статут ООН визначає основну мету організації у такому формулюванні: «проживання людей на Землі, як добрі сусіди». Членство 193 країн у цій організації свідчить про той факт, що уряди кожної з цих держав будують свою політику та економіку таким чином, аби жити в мирі з країнами-сусідами та робити все задля процвітання країни, а не задля розширення її території шляхом війни. На жаль, той сенс, який був вкладений в Статуті ООН у реальному житті отримав інше трактування. Країни, які під слоганами про мир та безпеку розпочинають війну, є членами ООН, організації, яка проти будь-яких збройних конфліктів. Як наслідок, при здійсненні основних своїх повноважень, ООН має недоліки у реалізації основних функцій та повноважень. Основною причиною виникнення проблем є невідповідність прописаних положень і те, як їх реалізувати на практиці. Під слоганом: «за мир та безпеку» об'єдналися країні, які ведуть боротьбу за гроші, кордони та всесвітнє визнання, на жаль, у такій боротьбі країни не нехтують будь-якими методами для досягнення цілі.

The article examines the UN Security Council as a guarantor of the basic principles of international law: problems and prospects. The United Nations is a powerful intergovernmental organization, which is the most powerful in the world personification of the humanity of countries in relation to each other. The desire for world peace, for respectful relations between countries led to the creation of the United Nations (hereinafter - the UN) in 1945. The UN Charter defines the main goal of the organization in the following formulation: "the living of people on Earth as good neighbors." The membership of 193 countries in this organization testifies to the fact that the governments of each of these states build their policies and economies in such a way as to live in peace with neighboring countries and do everything for the prosperity of the country, and not for the expansion of its territory through war. Unfortunately, the meaning that was put into the UN Charter in real life has received a different interpretation. Countries that start wars under the slogans of peace and security are members of the UN, an organization that is against any armed conflicts. As a result, in the implementation of its main powers, the UN has shortcomings in the implementation of its main functions and powers. The main reason for the emergence of problems is the inconsistency of the prescribed provisions and how to implement them in practice. Under the slogan: "for peace and security" countries united, which are fighting for money, borders and world recognition, unfortunately, in such a struggle, countries do not neglect any methods to achieve the goal.
