Інформаційно-аналітична система оцінювання та прогнозування капіталовкладень у проєкти розподіленого енергозабезпечення на муніципальному рівні

Abstract

В статті запропоновані методичні підходи до формування інформаційноаналітичної системи оцінювання та прогнозування інвестицій в проєкти, що передбачають використання технологій комбінованого розподіленого виробництва електричної і теплової енергії на основі когенераційних установок задля підвищення надійності та безпеки енергопостачання на муніципальному рівні. Отримані залежності питомих капітальних витрат від встановленої електричної потужності та технологічних характеристик енергогенеруючого обладнання для різних об’єктів, зокрема, газопоршневих когенераційних установок, блочно-модульних котелень для відокремлених (локальних) муніципальних котелень, лікувальних закладів та багатоповерхових житлових будинків. Результати дослідження спрямовані на забезпечення прийняття ефективних стратегічних рішень з децентралізації управління енергетичним комплексом на муніципальному рівні.

The article suggests the methodological approaches to forming an information-analytical system for assessing and forecasting investments in projects involving technologies for combined distributed production of electricity and heat based on cogeneration units to improve the energy supply 's reliability and security at the municipal level. The structure of capital costs at the stage of feasibility study for the implementation of distributed generation projects is suggested in this article. The features of the auxiliary equipment, metering units of different types of power generating units are taken into consideration. Based on open data, the dependence of the specific cost indicators of gas-piston cogeneration units in relation to 1 kW of electrical power is obtained, and the feasibility of its use in conditions of limited data on prices for such units is proven. The dependencies of specific capital costs on the installed electrical capacity and technological characteristics of generating equipment for various facilities, in particular, gas-piston cogeneration units, block-modular boilers for separate (local) municipal boiler houses, medical institutions and high-rise residential buildings, are obtained. The research results aim to ensure the effective strategic decisions on decentralizing energy sector management at the municipal level.
