Abstract	For a qualitative problem solving automation of business processes to effectively apply the theory of automated workflow (Workflow) and systems capable of solving the problem of their implementation (Workflow Management Systems). Developing a model of the system occurs in three stages. First a hierarchical membership process and the time sequence of their interaction, further developed the structure of interaction between units for a certain period and finally determined by the performance criteria, rating each of them.
