Механізми та особливості формування партнерських відносин органів публічної влади і громадянського суспільства в сучасній Україні

Abstract

Кваліфікаційна робота бакалавра досліджує систему взаємодії органів публічної влади та громадянського суспільства в Україні. Предметом дослідження є механізми, принципи, інструменти та умови формування партнерських відносин між органами публічної влади та інститутами громадянського суспільства у сучасній Україні (на прикладі ГО «Бізнес Асоціація «4БІЗНЕС»). Метою кваліфікаційної роботи бакалавра є дослідження механізмів та аналіз особливостей формування партнерських відносин між органами публічної влади й інститутами громадянського суспільства в умовах сучасної України з метою підвищення ефективності взаємодії та розвитку демократичного врядування (на прикладі ГО «Бізнес Асоціація «4БІЗНЕС»). Методами дослідження, завдяки яким було всебічно та повно розкрито тему роботи, а також виконано поставлені завдання та досягнуто мети дослідження є наступні: діалектичний, індуктивно-дедуктивний, синтез, узагальнення, аналіз, системний, аналогія, порівняльно-правовий. Практичне значення кваліфікаційної роботи бакалавра надає можливість застосування сформованих у роботі пропозицій в подальшому: 1) у діяльності ГО «Бізнес Асоціація «4БІЗНЕС» для покращення механізмів налагодження партнерства з установами державної чи місцевої влади; 2) у діяльності органів влади, зокрема, місцевих рад, обласних та районних державних адміністрацій, військових адміністрацій (у період воєнного стану), для налагодження взаємовідносин з громадськими об’єднаннями, в тому числі з ГО «Бізнес Асоціація «4БІЗНЕС»; 3) у законотворчій діяльності (при розробці проєктів законів, розпоряджень, рішень тощо).

The bachelor's qualification work explores the system of interaction between public authorities and civil society in Ukraine. The subject of the research is the mechanisms, principles, tools and conditions for the formation of partnership relations between public authorities and civil society institutions in modern Ukraine (using the example of the NGO "Business Association "4BUSINESS"). The purpose of the bachelor's qualification work is to study the mechanisms and analyze the features of the formation of partnership relations between public authorities and civil society institutions in the conditions of modern Ukraine in order to increase the effectiveness of interaction and the development of democratic governance (using the example of the NGO "Business Association "4BUSINESS"). The research methods, thanks to which the topic of the work was comprehensively and fully disclosed, as well as the tasks set and the research goals achieved, are the following: dialectical, inductive-deductive, synthesis, generalization, analysis, systemic, analogy, comparative law. The practical significance of the bachelor's qualification work provides the opportunity to apply the proposals formed in the work in the future: 1) in the activities of the NGO "Business Association "4BUSINESS" to improve the mechanisms for establishing partnerships with state or local government institutions; 2) in the activities of government bodies, in particular, local councils, regional and district state administrations, military administrations (during martial law), to establish relations with public associations, including with the NGO "Business Association "4BUSINESS"; 3) in legislative activities (when developing draft laws, orders, decisions, etc.).
