Стратегічні напрями формування інвестиційного потенціалу в Україні на основі ефективного розвитку інформаційних технологій.

Abstract

У статті акцентовано увагу на визначенні та оцінюванні пріоритетних стратегічних напрямів формування інвестиційного потенціалу в Україні на основі ефективного розвитку інформаційних технологій. Встановлено шість перспективних напрямів формування інвестиційного потенціалу держави в рамках характеристики: можливості отримання інтернет послуги, їх ціни, якості, інноваційності, можливостей надання та розвитку електронного урядування, а також восьми методів їх забезпечення на макрорівні. Дане завдання розглянуто як з точки зору державного, так і з точки зору корпоративного менеджменту. З метою формалізації стратегічних напрямків формування інвестиційного потенціалу в Україні на основі ефективного розвитку інформаційних технологій сформовані матриці відповідності бінарних характеристик. Кількісне оцінювання методів забезпечення стратегічних напрямів формування інвестиційного потенціалу в Україні проведено за допомогою ймовірнісного Байєсівського підходу. В свою чергу кількісне оцінювання стратегічних напрямків розвитку інвестиційного потенціалу в Україні здійснено на основі методики цілочислової згортки бінарних показників. Ідентифікацію взаємозв'язку кількісних оцінок напрямків формування інвестиційного потенціалу в Україні та методів їх забезпечення у вигляді ефективного розвитку інформаційних технологій проведено шляхом побудови логістичної регресійної моделі. З метою узгодження думок менеджерів державного та корпоративного рівня щодо визначення оптимальних стратегічних напрямів формування інвестиційного потенціалу в Україні на основі ефективного розвитку інформаційних технологій використано інструментарій теорії ігор. Встановлено, що державний менеджмент вбачає основним стратегічним напрямком формування інвестиційного потенціалу в Україні на основі ефективного розвитку інформаційних технологій фінансову доступність послуг широкосмугового доступу до інтернету кожному громадянину, а корпоративний менеджмент — доступність кожному громадянину як фіксованого, так і мобільного широкосмугового доступу до інтернету.

The main purpose of this article is to identify and evaluate the main strategic directions of the Ukrainian investment potential based on the effective development of information technology. Thus, six promising ways for building the country investment potential were identified in terms of the following features: opportunity to have the access to the Internet services, cost, quality, innovativeness, the possibility of the e-government usage as a service and its development. On top of that, in this study eight methods of its' provision on the macro level were outlined. We would like to highlight, that this research was performed from the government as well as corporate management perspective. To formalize the strategic directions of the Ukrainian investment potential based on the effective development of information technology, the binary compliance matrices were formed. Next, the quantitative assessment of the methods to provide the strategic directions of the Ukrainian investment potential was carried out using the probabilistic Bayesian approach. In turn, the quantitative assessment of the Ukrainian investment potential strategic directions was made based on the method of integer convolution of binary indicators. Consequentially, the relationship between the quantitative assessments of the investment potential directions and methods for its' support was identified by logistic regression model. In order to coordinate the opinions of managers both in the state and corporate level regarding the determining the optimal strategic directions for the development of the Ukrainian investment potential based on the effective development of information technology game theory framework was used. Therefore, in result, as the main strategic direction of building investment potential in Ukraine based on the effective development of information technology the state management consider the financial accessibility of the broadband Internet access to every citizen. As for the corporate management it is the availability of fixed and mobile broadband Internet access for every citizen.
