Abstract	Мова йде про одночасне вирішення двох взаємопов’язаних завдань: розбудову основ незалежної демократичної держави та кардинальне реформування соціально-економічної та політичної сфер. Відповідно, істотно змінюється роль держави, її функції, що потребує удосконалення системи державного управління і означає перехід до принципово нових механізмів управління державними установами. It is a simultaneous solution to two interrelated tasks: the development of the foundations of an independent democratic state and a fundamental reform of the socio-economic and political spheres.
