Abstract У статті здійснено аналіз ретроспективного досвіду становлення та розвитку трансплантації, а також поетапного створення нормативно-правової бази у сфері трансплантології органів та інших анатомічних матеріалів людини. Наголошується на надзвичайній значущості цього високоефективного методу лікування хвороб при важких стадіях органної недостатності. Підкреслюється, що рівень розвитку трансплантології є індикатором успішної роботи органів державної влади по підтримці якості надання медичної допомоги, а також ступеню розвитку країни в цілому. Надано наукове визначення поняттю трансплантологія та пояснено його суть. У статті здійснено екскурс в історію та присвячено увагу новаторам у сфері трансплатології, які зробили свого часу прорив у цій сфері, а саме: нашим співвітчизникам В.П. Філатову, який вперше виконав трансплантацію рогівки, Ю. Ю. Воронному, який здійснив трансплантацію нирки від померлої людини до хворої на ниркову недостатність, а також іншим відомим науковцям. Порівняльна характеристика кількості трансплантацій, які здійснено у США та в Україні, дає змогу оцінити, в якому невтішному стані знаходиться ця медична діяльність в нашій державі. Одним із негативних факторів впливу на трансплантологічну діяльність також можна вважати відсутність реально діючої вертикалі управлінських органів, які б чітко регулювали та координували діяльність у цій сфері. Той орган, який існує на сьогодні (Координаційний центр трансплантації органів, тканин і клітин МОЗ України) на сьогоднішній день виконує лише науково-дослідну функцію. Окрему увагу приділено основним стримуючим факторам розвитку трансплантології, а саме: недосконалість діючого нормативно-правового регулювання у цій сфері, суперечність, колізійність, застарілість деяких норм, недостатність реальної роботи по розробці єдиного закону, який би поєднав у собі норми, які розподілені по цілій низці підзаконних актів, відсутність ратифікації Україною основних міжнародних актів, які є фундаментом для функціонування трансплантології в цілому та ін.
The article analyzes the retrospective experience of the formation and development of transplantation, as well as the phased creation of the regulatory framework in the field of organ and other human anatomical materials transplantation. It is emphasized the extraordinary significance of this highly effective method of treating illness in severe stages of organ failure. It is emphasized that the level of development of transplantation is an indicator of the successful work of state authorities in maintaining the quality of medical care, as well as the degree of development of the country as a whole. The scientific definition of transplantology is given and explained the essence of it. The article is devoted to the history review and made attention to innovators in the field of transplantation, which at one time made a breakthrough in this area, namely: our co-defendants V.P. Filatov, who for the first time performed corneal transplantation, Y.Y. Voronniy, who performed kidney transplantation from a deceased person to a patient with renal insufficiency, as well as other well-known scholars. The comparative characterization of the number of transplants carried out in the United States and in Ukraine makes it possible to assess the extent to which this medical activity in our country is disappointing. One of the negative factors influencing the transplant activity is the lack of a real vertical management system that would clearly regulate and coordinate activities in this area. The current agency (Coordination Center for Organ Transplantation, Tissues and Cells of the Ministry of Health of Ukraine) currently performs only a research function. Particular attention is paid to the main constraining factors in the development of transplantology, namely: the imperfection of the existing regulatory and legal regulation in this area, contradiction, conflict, outdatedness of certain norms, lack of real work on the development of a single law, which would combine the norms, which are distributed in a variety of ways by-laws, absence of ratification by Ukraine of the main international acts, which are the basis for the operation of transplantology in general, etc.
