The European Central Bank started to take additional tasks in the banking supervision. Thus, there arise conflicts of interest with its role in monetary policy. Calculation of the proposed index for Ukraine and group of countries of Central and Eastern Europe allowed to identify improving the quality of tax administration in all surveyed countries, and to detect the convergence of the level of quality of tax administration. Positive and negative effects of the Ukrainian banking system openness are identified. The common trends and consequences of increasing the share of foreign investments in Ukraine's banking system are analyzed. Suggestions for preventing the negative impact of foreign bank capital are elaborated.
