У роботі досліджені економічні та юридичні аспекти сутнісної основи іпотеки та іпотечного кредитування; виділені три підходи до розуміння іпотеки: іпотека як механізм чи спосіб кредитування під заставу; іпотека як процес надання кредиту під заставу; іпотека як застава нерухомого майна. Проаналізована поточна ситуація з іпотечного кредитування, зокрема в розрізі таких індикаторів: обсяг виданих іпотечних кредитів, сума іпотеки, кількість іпотечних кредитів, максимальна кількість учасників ринку. Період дослідження в роботі – 2017-2021 рр. У статті проведено аналіз таких показників житлового іпотечного кредитування, як: індикатори купівельної активності населення на ринку житла, індекси цін на житло на первинному та вторинному ринку, іпотечне житлове кредитування фізичних осіб на придбання, будівництво та реконструкцію нерухомості в розрізі валют. У роботі проведено порівняльний аналіз умов надання іпотечного кредитування банками-лідерами відповідно до рейтингу стійкості, що формується на основі індикаторів стресостійкості, лояльності вкладників, оцінки аналітиків, місця в рейтингу за депозитами фізичних осіб. Проведений аналіз особливостей функціонування ринку іпотечного житлового кредитування в Україні дозволив сформувати ключові напрями активізації даного виду кредитування за участі держави та з боку банківського сектору: зміцнення законодавчої бази з аспектів іпотечного кредитування; фінансування урядових пільгових про-грам для населення України; впровадження та розвиток мотиваційних механізмів з боку уряду; запровадження механізму надання місцевим органам влади земельних ділянок для забудовників за цінами нижче ринкових через зниження собівартості житлової нерухомості; участь банківського сектору в пільгових державних програмах кредитування населення в розрізі житлової іпотеки; реалізація та розвиток механізмів здешевлення іпотечного житлового кредитування на основі ранжування відсоткових ставок за іпотечним житловим кредитом з урахуванням скорингу позичальника.Item Assessment of the external debt impact on a country’s economic development indicators: Evidence from Ukraine(LLC “СPС “Business Perspectives”, 2022) Петрушенко, Юрій Миколайович; Петрушенко, Юрий Николаевич; Petrushenko, Yurii Mykolaiovych; Korneyev, M.; Nebaba, N.; Banchuk-Petrosova, O.; Bohorodytska, A.External public debt is not only a means of raising funds to finance public needs, but also an effective tool for stabilizing a country`s economic development, the assessment and analysis of which allows making effective management decisions at the state level and developing effective measures to improve the economic and debt situation. The paper aims to assess the impact of external public debt on Ukraine’s economic development indicators (GDP, foreign direct investment, foreign exchange reserves). In order to achieve the stated goal distributed lag models are used, which allow modeling a country’s economic development (according to key indicators) within certain forecast scenarios. The study covers the period from 2009 to 2021. An analysis of the dynamics of external public debt in Ukraine led to the conclusion about the unstable debt situation in Ukraine and a significant increase in external debt in recent years. Econometric models with a distributed lag of three years are built and the results of the influence of external public debt in different time periods are analyzed. The average lag in the built models is about one and a half years (for GDP) and two and a half years (for foreign direct investment). This value indicates that the average change (increase/decrease) in external public debt will change economic development over time. This, in turn, has slowed down the progress in achieving sustainable development goals. The Sustainable Development Goals 4 “Quality Education” and 8 “Decent Work and Economic Growth” were particularly vulnerable. In addition, the widespread concern was caused in the context of the transition to a “knowledge-based economy”. This paper analyzes the readiness of the scientific community to provide preconditions for the acceleration of these SDGs achievements. To do this, a meta-analysis of the academic literature on SDG 4, SDG 8, and the knowledge-based economy during 2015–2021 was conducted. Several special methods and instruments were used, including Scopus, WoS, VosViewer, Publish or Perish, Google Trends, and Google Books Ngram Viewer. The results show the inability of the modern academic community to provide a theoretical and empirical framework for a successful transition to a knowledge-based economy, taking into account the need to achieve sustainability. This is partly due to the relative subject novelty and the lack of academic attention. This is due to the commitment of the world community to protect human rights and meet the needs of society. The paper aims to assess the relationship between socio-economic development indicators of some European countries and the Rainbow Europe Index. To find out how discrimination against the LGBTQ+ community affects various social and economic development indicators of some European countries, a data matrix was developed and the Spearman rank correlation coefficient was calculated. The obtained results confirmed a positive relationship between the Rainbow Europe Index and GDP per capita, the Human Development Index, the Corruption Index, and the Index of Happiness. Calculations have shown that the Rainbow Europe Index had a significant impact on these indicators. The study proved the dependence of indicators and demonstrated the need to provide freedoms and rights for LGBTQ+ affiliated members in Ukraine and other European countries.Item The concept of sustainable development of Ukraine in the context of global threats(National Mining University of Ukraine-Dnepropetrovsk, 2021) Stukalo, N.V.; Lytvyn, M.V.; Петрушенко, Юрій Миколайович; Петрушенко, Юрий Николаевич; Petrushenko, Yurii Mykolaiovych; Kolinets, L.B.Purpose. To create the concept of sustainable development of Ukraine in the context of global threats. Methodology. The research is based on the analysis of the components of integrated indicators and the formation of indicators based on them, which allow assessing the state of balance of socio-economic development of the national economy and determining the directions of corrective policy. In addition, the systematic approach is used to obtain the scientific results, which allowed us to consider the socio-economic development of society as the polysystem phenomenon, comparative analysis, statistical methods – in comparing the situation of Ukraine with other countries, logical analysis – in justifying and developing the concept of sustainable development of Ukraine in the context of globalization. Findings. The concept of sustainable development of Ukraine has been developed, which is aimed at forming the new format of social relations and the new model of economy to increase the resilience of the national economy to global threats. The components of the Sustainable Development Index were analyzed and the comparative analysis of the components of global threats to Ukraine and other countries was made. It has been determined that the most dangerous challenges for Ukraine at the present stage are the high prevalence of morbidity among the population, high infant mortality, corruption, low energy security and inefficient public administration. It has been offered that the main purpose of the concept of sustainable development of Ukraine is to create conditions for overcoming existing threats. This requires the creation of a new form of government, a new format of public relations and a new economic model. The directions of achieving the main goals of sustainable development in Ukraine have been developed: social justice, balanced economic growth, ensuring high quality of the environment, rational use of resources, demographic stability and mutually beneficial international cooperation. Originality. The authors’ concept of sustainable development of Ukraine is based on ensuring the ability of the national economy to take advantage of the positive external effects of globalization and thereby reduce its negative impact on society. Stages have been established. The necessity has been substantiated of introduction of consistent and interconnected measures which are aimed at changing the quality of socio-economic development of the country on the basis of using mainly intensive factors of economic growth, introduction of environmentally friendly methods of economic activity, ensuring implementation of sustainable development in the context of overcoming multidimensional poverty life expectancy, the formation of the effective system of social assistance and health care. It has been determined that the implementation of these measures will ensure the formation of the new format of social relations and the new model of economy, as well as achievement of the Sustainable Development Goals. The aim of the study is to substantiate the priorities of investments into affordable housing for internally displaced persons promoting their adaptation and social reintegration in the context of administrative-territorial decentralization. The study is based on use of empirical, economic and statistical methods, which in the process of correlation, regression and canonical analysis showed that many indicators that characterize the housing market are closely correlated with the scale and development level of administrative units in Ukraine. To characterize the state and investment attractiveness of the residential real estate market, a set of indicators was used in the modeling: population, the number of employed, household income, regional domestic product, volume of commissioned housing, construction investments, regional human development index, total housing stock, housing prices in the regions of Ukraine and Kyiv. The most significant parameter that affects the volume of housing construction is the amount of investments into per capita housing construction. The article also discusses the housing market situation, which differs in regions or some cities due to the significant differentiation of their development, which affects the ability to obtain affordable housing. The implementation of regional development programs should determine investment priorities of social protection, particularly the possibility of buy-out schemes through the mechanism of leasing of social housing by internally displaced persons.
