    Tax, investment, institutional and social channels of economic shadowing: Challenges for macro-financial stability and good governance

    A significant size of the shadow economy is a threat to the sustainable functioning of a country’s economy, its ability to finance economic and social programs. The paper studies the influence of the shadow economy on the macro-financial stability of the EU countries. The dependence between macro-financial stability and the size of the shadow economy was estimated using the quadrocentric (considering the four channels of the shadow economy) recursive (takes into account direct and inverse relationships between them) model. Dependence between indicators was analyzed using Euler’s methods, Calvo’s and Dixit Stiglitz’s principles, Taylor’s and Smets-Wouters’ function. It has been proved that shadow economy channels affect the macro-financial stability almost equally (an increase in the size of the shadow economy in Slovenia by 1% leads to a decrease in macro-financial stability by 0.562% for tax, 0.56% for investment, 0.572 for institutional, and 0.444 for social channels). At the same time, the growth in the volume of shadow transactions through one channel forms an impetus for the increasing intensity of use of the remaining channels to hide income. With the help of the payment matrix, the optimal level of drivers of shadow economy by which the targeted value of the level of macro-financial stability is achieved was determined. It was concluded that ensuring good governance in the direction of preventing shadow schemes of capital withdrawal should be carried out in terms of institutional, tax, social, and investment channels of the shadow economy.

    Managing educational determinants of financial inclusion as a key factor of sustainable development: logit-probit modeling

    This article is devoted to the question of identifying the relationship between the dimensions of formal education in the country and the level of its financial inclusion. To achieve it, logit-probit modeling was used between the integral indicator of financial inclusion, based on principal-component factors calculation, and various dimensions of education. Ninety-three countries with different levels of socio-economic development were chosen as the object of the study. As a result, the positive statistically significant influence of such determinants as financial literacy, duration of compulsory education, government expenditure on education, pupil-teacher ratio, school enrollment at the secondary level was confirmed. School enrollment at the primary level had a negative influence on financial inclusion. This vector of research will allow to form the main directions of management of educational determinants of financial inclusion, which are important vectors of reforming the education system and ensuring financial inclusion at the national level.

    This paper aimed to explore IT innovations used in sustainable business models in the European single energy market. For this purpose, the academic literature and content analyses of organized marketplaces were performed. The results showed that end users are not always interested in changing the service and try to choose services/resources well known to them. At the same time, market operators see the need for radical change by introducing strategic innovations and digitizing energy markets. Sustainable e-government management models are typically sustained by IoT, blockchain, and smart grid management technologies.

    Trust crisis in the financial sector and macroeconomic stability: a structural equation modelling approach

    Although the growing body of literature that recognises a destabilising role of the trust crisis in the macroeconomic stability, the understanding of mediational pathways remains limited. The current paper fills the gap by contributing to the existing literature by examining closely the mediating effect of the trust crisis in the financial sector on the indicators of macroeconomic stability due to the anticipated impact of the financial intermediation development and the monetary policy transmission mechanism, as well as their combinatorial impact. A method of structural equation modelling was used to analyse the input data. It has been empirically confirmed that exacerbation of the trust crisis in the financial sector without the use of regulatory measures is detrimental to macroeconomic stability. The results of the mediation analysis show that transmission channels of the monetary policy mechanism and developed financial sector mitigate the harmful effects of deepening the trust crisis in the financial sector and lead to an increase in macroeconomic stability indicators. From a practical perspective, the findings revealed that interest, credit, and currency channels of the monetary policy transmission mechanism could be used to cope with the erosion of the trust crisis in the financial sector to macroeconomic stability.

    Managing the EU energy crisis and greenhouse gas emissions: Seasonal ARIMA forecast

    Changes in the logistics of energy resources and their potential shortage are causing a review of the EU energy policy. The energy sector significantly affects the progress toward achieving climate policy goals due to significt greenhouse gas emissions. The REPowerEU plan, implemented in the EU27 to overcome the energy crisis, requires new forecasts of greenhouse gas emissions due to a change in European energy policy. This paper aims to examine the consequences of the management of the energy crisis caused by Russia’s invasion of Ukraine on EU climate policy. This study focuses on forecasting greenhouse gas emissions in the EU until 2030 and uses the Seasonal ARIMA model based on quarterly time series in the EU27. Depending on energy management and changes in energy policy to overcome the energy crisis, a positive or negative scenario for greenhouse gas emissions may occur. An important parameter that should be considered when determining the scenario of the EU energy development according to climate policy was defined by correlation analysis. According to the negative scenario and under the influence of the effects of the Russian invasion of Ukraine, the value of greenhouse gas emissions in the EU at the beginning of 2030 will be 0.752911 tons per capita. The positive scenario shows greenhouse gas emissions can be reduced to 0.235225 tons per capita. The study results proved two extreme scenarios of greenhouse gas emissions, depending on how to overcome the energy crisis.

    Understanding the essence of immersive marketing for educational services and knowledge transfer

    The article deals with the creation of educational immersive marketing models. The concept of immersive marketing involves multi-vector interaction of internal and external stakeholders at the stage of creating a "wrapper" of an educational program. Immersive marketing is implemented from inside the university with the help of influencers (students who are involved in the joint preparation of educational scenarios in a virtual or real interactive environment), as well as from the outside due to the participation of external stakeholders in the formation of the image of the educational program. The paper analyzes various marketing mix models, marketing “tips” for Gen Z, Gen Z, and Gen Alpha, as well as the possibilities of creating an interactive educational environment in the era of total digitalization. Elements that provide immersive knowledge transfer in attracting potential customers of educational services are selected from marketing mix models, marketing “tips” and characteristics of the educational environment. The “Mix – Tips – Transformation” (MTT) approach was proposed, which was transformed into the concept of immersive marketing “Emotions – Feelings – Senses – Environment” (EFSE). The concept of immersive marketing EFSE allows you to cover all vectors of interaction between the stakeholders of the educational program and offer a multi-level model of immersive marketing. The effectiveness of the EFSE model and its elements (including the multidimensional immersive marketing model) can later be confirmed or refuted by the results of surveys and performance testing along the “unit testing – quality control – quality assurance” chain.

    External assessment of medical education quality: indicative model development considering paradox of skill

    This study proposes an approach to the external evaluation of medical education programs’ quality based on a combination of indicators, including international rankings, external stakeholders’ input, and independent agencies’ assessments. We modify the success equation with a detailed consideration of the skill component and its decomposition into internal and external quality assurance elements along with authority. We carried out a bibliometric analysis regarding the problem of medical education quality assessment in the context of achieving sustainable development goals. We described the calculation model of external quality assessment indicators through the algorithms of independent education quality assurance agencies’ activity and rating indicators shown in the modified Mauboussin’s equation. The model considers the economic component (the consequence of achievement) of skill, which is expressed in raising funds from external sources to implement educational and scientific activities. The proposed algorithm for assessing the educational program quality can be applied to benchmark educational program components, complete educational programs within the subject area, and the educational institution for diferent areas. We propose a “financial” model for educational program quality based on the analysis results. The model makes it possible to determine the need for additional focused funding of the educational programbased on the individual analysis of the external evaluation criteria of the achievement level. This study analyzes the accreditation results of more than 110 educational programs in 2020 and 8 months of 2021 within the direction 22 “Medicine” (according to the national classification of fields of knowledge) (state and private Ukrainian medical universities).

    Dynamics of interest in higher education before and during ongoing war: Google Trends Analysis

    This paper explores how the war in Ukraine changed the interest in higher education of Ukrainians who stayed on the territory of Ukraine and emigrated to other countries. The methodology is based on Google Trends Analysis and peak approach with Google Trends Scale of Internet user inquiries about higher education from June 20, 2021 to June 20, 2023 with a middle point on February 24, 2022. Dynamics of changes in the queries of Internet users by keywords regarding studied higher education are: 1) exclusively from the territory of Ukraine; 2) from the territory of Poland, Slovakia, Germany, the Czech Republic, Great Britain, Spain, Italy, Bulgaria, Romania, Moldova, Austria, i.e., top-10 countries by number of registered Ukrainian refugees according to the UN Refugee Agency. The key results are: 1) increased interest of Internet users in higher education after beginning of the full-scale war: Poland – 22.9%, Romania – 28.9%, Ukraine – 31.2%, Hungary – 32.4%, Slovakia – 35.8%, Moldova – 49.0% of average number of «university» inquiries; 2) increased requests for professional education (42.2%), distance education (25.6%), distance learning (34.1%) after February 24, 2022; 3) correlation between negative trends of interest per 32% from July 2021 (100 GT Scale) to July 2022 (68 GT Scale) in Ukraine and positive trends of this indicator in European counties in August 2022 (80-100 GT Scale). Chi-square test showed statistical significance of changes in interest in higher education (p-value = 0). Key findings demonstrate the following trends after February 24, 2022: distance learning development, increased Internet users’ orientation towards professional education for high-paying jobs, popularity of flexible schedules.

    Optimal Design of Transport Tax on theWay to National Security: Balancing Environmental Footprint, Energy Efficiency and Economic Growth

    To ensure the progress of sustainable development and overcome threats to national security, the development of tools for balancing ecological, economic and energy aspects of economic activity acquires special importance. This study is related to the influence of choosing different functional elements of transport taxes on their effectiveness in ensuring national security. For calculations, panel regression modelling with panel-adjusted standard errors based on the use of the Durbin–Watson test using dummy variables was chosen. The assessment involves the selection of the main factor variable (tax revenues from transport taxes, as well as an additional dummy variable) and compliance with a country’s transport taxation system, with a certain criterion for its application. The resulting criterion was chosen as an integral indicator of national security, which summarizes the parameters of environmental footprints, economic growth, energy efficiency and security. Calculations were made for nine countries (i.e., the Czech Republic, Finland, France, Ireland, Israel, Portugal, Romania, Slovakia and Turkey) for the period 1996–2019. The calculations proved that the establishment of transport taxes, depending on the type and weight of the car, increases their effectiveness on ensuring national security or, depending on the cost and age of the car, weakens such effectiveness. The use of emissions generated by the car, its capacity and its type of fuel requires additional research; the obtained results did not allow for unambiguously determining their impact on the effectiveness of transport taxes. The conducted research forms the basis for choosing the optimal design of transport taxes to ensure the maximization of their regulatory effectiveness. The developed approach can be extended to evaluate the effectiveness of other environmental taxes.

    SPACE-RL Innovation Transfer Model “Science – Business”

    The article deals with creating the innovation transfer model “science - production – business”. It is based on quantitative indicators for assessing the external environment and market analysis, the landscape for implementing the development and introduction of innovation and evaluating the internal environment and the level of readiness for implementation. The authors provide ways of commercializing the scientific research results and describe the role of an entrepreneurial university in achieving the main tasks of innovation and technology transfer. A combined SPACE-RL model for assessing the prospects for new scientific ”products” concerning external and internal influencing factors is proposed. The SPACE matrix, from a subjective assessment tool based on qualitative indicators determined by experts, has turned into a SPACE-RL model, in which it is possible to compare the entrepreneurial university's capabilities in terms of the strategy of bringing the invention to the market and the readiness of the invention to become innovation The SPACE-RL model maximally objectifies the innovation transfer process, reducing the influence of qualitative factors on decision-making.
