Питання водних ресурсів та дефіциту в контексті політичного та збройного конфлікту між Росією та Україною з 2014 року потребує подальшої уваги та історичної перспективи. Питання полягає в тому, щоб знати, якими є наслідки минулої політики та управління водними ресурсами для сучасної України, починаючи з ранніх промислових розробок 19 століття і закінчуючи пострадянським контекстом.
