    Optimal Design of Transport Tax on theWay to National Security: Balancing Environmental Footprint, Energy Efficiency and Economic Growth

    To ensure the progress of sustainable development and overcome threats to national security, the development of tools for balancing ecological, economic and energy aspects of economic activity acquires special importance. This study is related to the influence of choosing different functional elements of transport taxes on their effectiveness in ensuring national security. For calculations, panel regression modelling with panel-adjusted standard errors based on the use of the Durbin–Watson test using dummy variables was chosen. The assessment involves the selection of the main factor variable (tax revenues from transport taxes, as well as an additional dummy variable) and compliance with a country’s transport taxation system, with a certain criterion for its application. The resulting criterion was chosen as an integral indicator of national security, which summarizes the parameters of environmental footprints, economic growth, energy efficiency and security. Calculations were made for nine countries (i.e., the Czech Republic, Finland, France, Ireland, Israel, Portugal, Romania, Slovakia and Turkey) for the period 1996–2019. The calculations proved that the establishment of transport taxes, depending on the type and weight of the car, increases their effectiveness on ensuring national security or, depending on the cost and age of the car, weakens such effectiveness. The use of emissions generated by the car, its capacity and its type of fuel requires additional research; the obtained results did not allow for unambiguously determining their impact on the effectiveness of transport taxes. The conducted research forms the basis for choosing the optimal design of transport taxes to ensure the maximization of their regulatory effectiveness. The developed approach can be extended to evaluate the effectiveness of other environmental taxes.

    Ecological properties of phosphogypsum and its products: biogeosystem technique for management

    In dried form, phosphogypsum is a fine powder, which becomes loose and prone to lump formation, and in the case of long-term storage in a fixed layer, it becomes caked. Hundreds of millions of tons of industrial waste phosphogypsum are available in five regions of Ukraine: Sumy, Kharkiv, Dnepropetrovsk, Rivne, and Cherkassy. The main source of environmental pollution in the areas of mineral fertilizer production (in Ukraine, these are Armyansk, Sumy, and Rivne) is phosphogypsum. The sulfuric acid method of opening the apatite concentrate produces 4,3-5,8 tons of phosphogypsum per 1 ton of H3PO4, depending on the raw materials and the adopted technology. At dry storage of phosphogypsum (without preliminary neutralization), about 10 g of fluorine per 1 ton of phosphogypsum is released into the gas phase, and approximately 10% of fluorine is washed out by atmospheric precipitation. Phosphogypsum should be stored in specially equipped storages isolated from water bodies. Phosphogypsum has to be neutralized with lime milk before it is placed in the storage facility [1]. Conclusions. The issue of phosphogypsum utilization is worth reconsidering by improving the technical solutions and technologies of phosphogypsum disposal to use beneficial constituents of potential value in the life cycle. Regulation of the use of chemical waste needs to be revised, taking the maximum potential of the material, with environmentally friendly cycles closing in phosphogypsum biogeosystem management.

    "Environmental pollution" is a phrase with sounds almost everyday because this problem is very ugent now. It's the greatest trouble of people of all nations. Our planet must be saved. We must do something to prevent the pollution. But few people worry about our environment. Although the consequences of our indifference are terrible. The life of future generations depends on our decisions. The sustainability discourse started in the 1970s, and the 1992 UN Conference on the Environment and Development recognized intergenerational equity as central for policymaking that safeguards the future. This principle is now found in the constitutions of many countries. But its implementation in the world policy-making, however, is rare. The World Commission on Environment and Development states, “We borrow environmental capital from future generations with no intention or prospect of repaying. We act as we do because we can get away with it: future generations do not vote; they have no political or financial power; they cannot challenge our decisions.”

    Every year, the amount of passengers on airplanes is growing by several million people and the slogan "Everyone can fly" becomes a reality. In addition, there are different types of aircraft: wide-body aircrafts are used for transporting a large number of passengers for medium and long distances, narrowbody ones have lower passenger capacity, regional and local. But not all modern planes are environmental friendly. During flights carbon gets into the atmosphere, which causes environmental pollution. That's why some companies try their best to solve this problem.

    Our civilization is built on plastic. Plastic literally pass through our hands all day. The amount of plastic that we meet every day, not the end. Plastic has become an epidemic. But where does all this plastic? A small part is recycled, goes to landfills, and a large part falls into the water. Plastic trash can be found everywhere — on land, at sea and even deep on the ocean floor. Planet pollution waste plastic turns into a real ecological disaster.
