Ensuring the effective operation of such a space is not possible without the integration of all its elements, including scientific ones, into a single system. The scientific integration in the European Union is fueled by the functioning of single scientific space of the European Research Area. Such system has already become an effective mechanism to overcome issued which relevant to academic integrity. However, the question is how effective this system is for countries that have recently joined the EU. Among such countries, we have chosen Latvia, Lithuania and Poland, since they are all ex-members of the Warsaw Pact, and thus have approximately similar problems in the academic community. The analyses was conducted using the dataset from scientific database Scopus for two periods 1995-2003 and 2004-2017. The findigs proved the number of publications in Latvia, Poland, and Slovakia indexed by Scopus were increased after EU integration. Besides, most of the publication analysed the issued which connected with academic integrity in research. At the same time, the citation of the scientists also increased. The essence of the concept "academic integrity" is revealed. The importance of the HEI management task - the introduction of the academic integrity principles in the educational environment at a non-formal level is substantiated. The modern academic environment must not only be ethically institutionalized but also have well-established ethical infrastructure and tools for ethically influencing those who commit unethical acts. However, the majority of civil society lowly perceive the positive reforms' effects. Moreover, the state of democratization and market economy couldn't be estimated highly because of the political conflicts, economic crises, corruption and non-transparency of internal privatization. In view of the abovementioned, this study is aimed to theoretically investigate the value of the Index of Public Integrity (IPI) in the fight against corruption. The author indicated, that IPI was considered to be a new approach to investigate the level of anti-corruption reforms in different countries. Nowadays, the comprehensive picture of the corruption control in 117 countries are introduced. It should be noticed, that global corruption could be overcome by the common efforts on the international level. Thus, IPI allows comparing similar countries by the regions or income in order to implement the best practices of anti-corruption management. In view of this, the authors emphasized that IPI used to estimate the effects of implementing reforms in order to improve the ones as well as decrease the level of corruption in the countries. Thus, in the frame of this article, the IPI from 2015 to 2019 of the Visegrad countries were considered on the base of six following components of IPI such as: judicial independence, administrative burden, trade openness, budget transparency, e-citizenship as well as freedom of the press. The authors indicated that an effective strategy of anticorruption management demands the collaboration of the government, the business sector, civil society as well as scientific communities in order to develop, realize and estimate the anti-corruption strategies and policy. Moreover, it has been indicated that there was a gap between the corruption theory and practice. In the wake of this, the obtained results in this study could be considered in the scientific society for future investigation in the field of anticorruption management.Item Internal Quality Assurance System for the Higher Education: Experience of Ukraine and Poland(Sumy State University, 2017) Mazurkiewicz, M.; Люта, Ольга Василівна; Лютая, Ольга Васильевна; Liuta, Olha Vasylivna; Кириченко, Костянтин Іванович; Кириченко, Константин Иванович; Kyrychenko, Kostiantyn IvanovychThe research paper investigates the state of the internal system of quality assurance for higher education and identifies the main approaches for its enhancement under the process of integration of Ukraine into the global educational area. The authors conducted a thorough analysis of the existing national and foreign approaches to the definition of “quality of education”. It has been determined that at different stages of the historical development of the society the requirements for education and its quality have changed, along with the content of the latter category. At a modern stage, content “quality of education” is comprehensive and contains the characteristics of all components of learning, the conditions and results of the educational process. A research on a practical nature of constructing and implementing the internal quality assurance system by the higher educational institutions of Ukraine has been carried out and the main shortcomings inherent in this process at the present stage has been determined on the basis of the survey conducted within the implementation of the international grant project “Quality Assurance System in Ukraine: Development on the Base of ENQA Standards and Guidelines” of the EU Erasmus + Programme. Among the main problems inherent in the internal quality assurance systems in Ukraine were determined the following: 1) ESG 2015, in particular regarding the internal quality assurance (namely, assurance, not just monitoring, evaluation, control), are still not completely comprehended and systematically not applied in national practice; 2) most of HEIs do not conduct student evaluation of time spent on studying the courses as well as analysis of their subjective evaluation of workload for learning; 3) insufficient provisions for internal systems of academic staff selection; 4) the low level of information transparency; limited information is publicly available to all internal and external stakeholders; 5) there is no common framework to which institutions can refer. This leads to strong differences in implementation of internal quality assurance procedures and thus to different results and outcomes. The research paper describes the experience of Polish higher educational institutions in terms of the developing an internal quality assurance system for the higher education. The main task of the further work is to identify the main approaches for improving the internal quality assurance system at the Ukrainian higher education institutions based on application of the best European experience.
