Процентні важелі реалізації фінансової політики держави

Abstract

Дисертаційне дослідження присвячене розвитку відомих та обґрунтуванню ряду нових теоретичних та практичних положень щодо вибору, оцінювання та використання процентних важелів реалізації фінансової політики України. У роботі досліджено сутність, напрями та інструменти реалізації фінансової політики держави; уточнено напрями впливу окремих ПВРФПД на зміну векторів грошово-кредитної політики та політики державного інвестування; розвинуто класифікацію ПВРФПД залежно від типу впливу на розвиток фінансового та реального секторів економіки, а також типу фінансової політики держави; поглиблено засади визначення рівня бюджетної ставки дисконтування; розроблено модель оцінювання оптимальної частки участі держави як співінвестора при реалізації програм державно-приватного партнерства; удосконалено науково-методичні підходи до визначення НБУ оптимального значення облікової ставки та ставки рефінансування; оцінено вплив оптимізації облікової ставки НБУ на ефективність реалізації грошово-кредитної політики в Україні.The dissertation research is devoted to the development of known and justification of number of new theoretical and practical provisions for selection, evaluation and use of interest-bearing leverage of financial policy’s implementation in Ukraine. In the paper the essence, trends and tools of financial policy have been investigated, directions of influence of interest-bearing leverages of financial policy’s implementation to change the vector of monetary policy and public have been clarified; classification of instruments depending on the type of influence on the development of financial and real sectors and type of financial policy has been developed; basis of determination of the budgetary discount rate have been deepened; model evaluation of the optimal share of the state as co-investor in the implementation of programs of public-private partnership has been developed; scientific and methodological approaches to determining the optimal value of the NBU discount rate and refinancing rate have been improved; impact of NBU discount rate’s optimization on efficiency of monetary policy in Ukraine has been estimated.
