Український інститут національної пам’яті як інституційна основа декомунізації в Україні

Abstract

Метою роботи є розгляд діяльності Українського інституту національноїпам’яті як інституційної основи декомунізації в Україні.Наукова новизна дослідження полягає у тому, що тут уперше комплекснопроаналізовано процеси створення й діяльності Українського інституту національноїпам’яті як інституційної основи декомунізації в Україні. У результаті автор приходитьдо висновків, що Український інститут національної пам’яті був створений ПостановоюКабінету Міністрів України у 2006 р. відповідно до ініціативи Президента В. Ющенка.Він отримав статус центрального органу виконавчої влади та мав широке коло завдань, пов’язаних з відновленням та збереженням історичної пам’яті українського народу.Упродовж 2010–2014 рр. Інститут діяв як науково-дослідна установа. Свій статусцентрального органу виконавчої влади Український інститут національної пам’ятіпоновив після Революції гідності. У цей час він перетворився на інституційну основудекомунізації в Україні.

The aim of the paper is to analyse the activity of the Ukrainian Institute ofNational Remembrance as an institutional basis for decommunisation in Ukraine.The scientific noveltyis conditioned by the fact that this is the first comprehensive studywhich presents creation and activity of the Ukrainian Institute of National Remembrance as aninstitutional basis for decommunisation in Ukraine.As a result, the author comes to the conclusion that the Ukrainian Institute of NationalRemembrance was established by the Resolution of the Cabinet of Ministers of Ukraine in2006, in accordance with the initiative of President V. Yushchenko. The institute was createdbased on the model of memorial institutes that existed in the countries of Central andEastern Europe. The Ukrainian Institute of National Remembrance received the status of acentral executive body and had many tasks related to the restoration and preservation ofthe historical memory of the Ukrainian people. In 2010–2014, it operated as a researchinstitution. The Ukrainian Institute of National Remembrance regained its status as a centralexecutive body after the Revolution of Dignity. At that time, it became the institutionalbasis for decommunisation in Ukraine. The Institute began to coordinate and control theprocesses of decommunisation (derussification, decolonization); it took part in thedevelopment of decommunisation laws and declassified documents related to the Sovietand Nazi totalitarian regimes. In the regions, the task of decommunisation (derussification,decolonization) was also entrusted to the interregional territorial departments of theUkrainian Institute of National Remembrance. The interregional territorial departmentscooperated with local authorities and local self-government.
