Інституційно-правове забезпечення регулювання системи освіти в Україні в умовах реформи публічних фінансів

Abstract

У статті проаналізовано інституційно-правові основи освітньої реформи в Україні. Охарактеризовано рамкові закони, спрямовані на регулювання системи освіти. Розкрито ключові орієнтири реформування сфери освіти і науки. Наголошено на особливостях реалізації даної реформи у вітчизняних реаліях та її тісному взаємозв’язку із формуванням спроможного первинного інституту місцевого самоврядування, здатного забезпечити ефективне управління територією громади, в тому числі і єдиним освітньо-культутним простором. Систематизовано розподіл повноважень щодо надання освітніх послуг населенню між різними рівнями влади.

Sectoral decentralization, the dominant component of which is educational reform, should ultimately ensure the accessibility and quality of educational services provided to the population, regardless of place of residence. One of the tools to ensure it is a perfect regulatory framework. The purpose of the article is a problem-oriented analysis of the institutional and legal support of the functioning of the education system in the context of public finance reform. Institutional and legal foundations of educational reform in Ukraine are analyzed. The framework laws aimed at regulating the education system are characterized. Analyzing the basic Law "On Education", its features are revealed. The key guidelines for reforming the education and science are identified. The peculiarities of the implementation of this reform in the national realities and its close interconnection with the formation of a capable primary institution of local self-government, capable of ensuring effective management of the territory of the community, including a single educational and cultural space, were emphasized. The distribution of powers to provide educational services to the population between different levels of government has been systematized. The necessity of further improvement of the normative support of revolutionary changes in this sphere is emphasized. It is stated that the next stage of reforming the national education system should be the introduction of the state information system of education management, which will serve as the basis for electronic education management at all levels of government. Therefore, at the time of creating effective procedures for periodically providing statistical authorities with data on the state of education at all levels of government; it is appropriate to standardize the legal field in terms of expanding forms of statistical reporting, forming opportunities to collect financial information from educational institutions at all levels of education, etc.
