Институциональные предпосылки перехода Украины и Беларуси к устойчивому развитию

Abstract

Аналізуються інституційні передумови переходу до сталого розвитку України та Білорусі. Обґрунтовується адекватна слов'янської ментальності України та Білорусі філософська основа сталого розвитку, в якості якої пропонується синтез ідей філософії космізму і синергетики . Обговорюється питання інтегрованих показників оцінки стійкості розвитку. Пропонується комп'ютерна модель з сімейства клітинних автоматів, що дозволяє реалізовувати і аналізувати різні сценарії розвитку соціо-природних системи. Сформульовано підходи до розробки стратегій сталого розвитку країни та регіону, засновані на змінах співвідношення параметрів екологічний слід і біоемкость, при збереженні високого рівня розвитку людського потенціалу. Запропоновано ефект-орієнтовані заходи по реалізації сталого розвитку в системі «людина-природа». Обґрунтовано роль освіти як найважливішої інституційної передумови переходу до сталого розвитку, визначені шляхи переорієнтації освіти для виконання цієї місії.

Анализируются институциональные предпосылки перехода к устойчивому развитию Украины и Беларуси. Обосновывается адекватная славянской ментальности Украины и Беларуси философская основа устойчивого развития, в качестве которой предлагается синтез идей философии космизма и синергетики. Обсуждается вопрос интегрированных показателей оценки устойчивости развития. Предлагается компьютерная модель из семейства клеточных автоматов, позволяющая реализовывать и анализировать различные сценарии развития социо-природных системы. Сформулированы подходы к разработке стратегий устойчивого развития страны и региона, основанные на изменениях соотношения параметров экологический след и биоёмкость, при сохранении высокого уровня развития человеческого потенциала. Предложены эффекториентированные меры по реализации устойчивого развития в системе «человек-природа». Обоснована роль образования как важнейшей институциональной предпосылки перехода к устойчивому развитию, обозначены пути переориентации образования для выполнения данной миссии

Institutional preconditions for transition of Ukraine and Belarus to sustainable development are analysed in the article. The adequate to Slavic mentality of Ukraine and Belarus philosophic base of stable development is proved, in the capacity of which synthesis of cosmism and synergy are given. The question of integrated indexes of stability development evaluation is discussed. Computer model from the family of cellular automatons, which enables realization and analysis of different scenarios of socionatural systems’ development is suggested. The approaches to developing of stable strategies for state and regional progress, which are based on the change of balance between the parameters of ecological trace and biocapacity, saving high level of human potential development, are formed. Effect-oriented measures in realization of stable development in the system ‘human-nature’ are suggested. The role of the education as the most important institutional precondition for transfer to stable development is grounded; the ways of education reorientation to accomplish the given mission are defined. The strategies of management on regional and national levels of both countries should be oriented not only on traditional economic indicators, but also follow the aims of creating integrated socionatural systems, which function on the basis of stable development principles. In order to fulfill these aims, the management should be integrated and harmonically combine the processes of economic growth, improvement and saving of the nature, as well as development of social sphere. Institutional mechanisms of such an integrated management should be grounded on modern polisystematic thinking of managers, the development of which should be entrusted to stable-development-oriented education. At the same time the achieving of needed level of unity and effective functioning of complex stable developing socionatural systems can be reached only on the basis of wide use of intellectual computer technologies, which is a characteristic feature of informational stage of social development. The main task to form institutional preconditions for transition of Ukraine and Belarus to stable development consists in the change of traditional approach, which presupposes the division of the object of management into economic, social, and ecological spheres, into integrated one. In this case interdisciplinary spheres, which combine maximum influence on condition of ecology, economy and social component of the development at the same time, can be singled out in socionatural system. The practical realization of integrated approach presupposes that institutional changes, which ensure total systemic conditions for transition to stable development on the regional and national levels in the territory of Ukraine and Belarus should be planned.
