Виникнення та розвиток повноважень Президента України в управління фінансовою системою країни на різних етапах її розвитку: історико-правовий аналіз

Abstract

У статті було досліджено зміст повноважень Президента України в управлінні фінансовою системою країни, їх прояв та форми на різних етапах розвитку України. Для забезпечення державотворення в Україні, її високорозвинутості та стабільності питання регулювання фінансової системи завжди було актуальним, а на деяких етапах розвитку країни – нагальним. Оскільки, фінансова система є ключовим елементом для існування держави. Правильне управління та здійснення контролю фінансовою системою забезпечує її розвиток, відсутність посягань та порушень дозволяє забезпечити її прозорість, налагодженість та функціонування. Саме проблема врегулювання фінансової системи з кожним роком незалежності України потребує чіткого нормативно-правового аналізу та корегування. Тому, що лише після визначення та реалізації конкретних повноважень суб’єктів управління фінансовою системою є можливість змінити систему управління та контролю у фінансовій сфері та здійснити крок до євроінтеграції.This article was researched content Ukraine presidential powers in the management of financial systems, their identification and forms at different stages of development of Ukraine. Because only after identification and implementation of specific management powers of the financial system is the ability to change the system of management and control in the financial sector and take a step towards European integration. One of the management of the national financial system is the President of Ukraine. His powers are implemented on the basis of a special status in the system of government - the status of the state. This status determines the distribution of its powers in all areas of public and social life. One of the areas of management and control of the President is the financial system of Ukraine. The powers of the President of Ukraine in supervising the financial state formed during the creation of our country. To determine the authority and ability to influence the financial position of the President of the country to date have analyzed the powers and role of the President in different periods of history of Ukraine. Historically, legal coverage of these powers in each period of statehood Ukraine provided an opportunity to compare the powers of head of state, to determine the trend of development and consequently increase or limit the influence of the head of state management of the financial system. It is of historical and legal analysis can be directed to the issue of increasing the constitutional powers of the President of Ukraine or restricting them in the management of the financial system.
