Фінансовий механізм функціонування та розвитку системи вищої освіти в Україні

Abstract

Дисертаційне дослідження присвячене вивченню теоретичних основ фінансового механізму функціонування системи вищої освіти України, визначен-ня її ролі та значення в соціально-економічному розвитку країни. У роботі з’ясована сутність та специфіка функціонування фінансового механізму системи вищої освіти, здійснена його сегментація, формалізовані суб’єкти та визначені особливості формування і використання фінансових ресурсів системи вищої освіти. Також здійснена оцінка стану фінансового забезпечення даної галузі на сучасному етапі, виявлені особливості фінансування наукової діяльності вищих навчальних закладів та проаналізована специфіка формування та реалізації фінансового механізму на прикладі діяльності одного із класичних університетів України. Крім того, у роботі визначені концептуальні основи удосконалення фінансового механізму функціонування системи вищої освіти як складника інноваційного розвитку суспільства, сформовано пропозиції щодо утворення механізму змішаного освітнього кредитування, обґрунтовані науково-методичні підходи до виявлення доцільності участі закладів системи вищої освіти у складі науково-інноваційних університетських об’єднань, розроблена математична модель оцінки рівня фінансової незалежності та конкретизовані основні підходу до визначення типу фінансової стійкості вищого навчального закладу.The dissertation is devoted to the research of theoretical bases of the financial mechanism of higher education system in Ukraine, the definition of its role and value in social and economic development of the country. In the work the essence and spe-cificity of the financial mechanism of higher education system is certain, its segmen-tation is carried out, subjects are formalized and features of formation and using of financial resources of higher education system are certain. The estimation of financial maintenance of the sphere at the present moment is carried out, features of financing of scientific activity of higher educational institutions are found out and specificity of formation and realization of the financial mechanism on an example of activity of classical universities of Ukraine is analyzed. In the work conceptual bases of improvement of the financial mechanism of functioning of higher education system as a component of innovative development of a society are determined. The author formulates offers concerning formation of the mechanism of the mixed educational crediting, scientifically-methodical approaches to definition of expediency of university’s participation in the structure of scientifi-cally-innovative university associations are proved, the mathematical model of an es-timation of a level of financial independence is developed and the basic approaches to definition of the type of financial stability of a university are concretized
