Abstract
Метою дослідження є комплексне обґрунтування стратегій повоєнної промислової політики як драйверу відновлення та якісно нової структурної зміни національної економіки з урахуванням тенденцій Індустрії 4.0 та Індустрії 5.0 й одночасного поглиблення smart-спеціалізації регіонів. Промисловість України в повоєнному періоді повинна стати драйвером створення високорозвиненої індустріальної економіки, спроможної забезпечити відбудову країни та підтримувати її обороноздатність в довгостроковому періоді й здатність швидко реагувати на потреби захисту держави. Повоєнне відновлення не повинно розглядатися лише як повернення економіки на довоєнний рівень, воно має бути спрямоване на його структурну трансформацію, реіндустріалізацію і кардинальне підвищення продуктивності. Інтенсифікація процесів відновлення зруйнованої економіки, мінімізація втрат та збільшення вигод можуть бути забезпечені активною політикою smart-спеціалізації регіонів.
The purpose of the study is a comprehensive justification of post-war industrial policy strategies as a driver of recovery and a qualitatively new structural change of the national economy, taking into account the trends of Industry 4.0 and Industry 5.0 and the simultaneous deepening of smart-specialization of regions. It is expedient at the stage of post-war recovery to accelerate the development of the processing industry, the transition from trade in resources to trade in goods with high added value. The recovery of the economy after the war requires the development of measures necessary for the revival and further development of the economy of a specific region, the return of the population and the provision of decent conditions for its existence, the resolution of various social problems caused by the conflict, the restoration of infrastructure and its integration with other regions of the country, the development of a mechanism for ensuring the sources of recovery. The industry of Ukraine in the post-war period should become a driver for the creation of a highly developed industrial economy, capable of ensuring the reconstruction of the country and maintaining its defense capability in the long term and the ability to quickly respond to the needs of the state's defense. The loss of human capital also has great risks for Ukraine's post-war recovery and modernization, as significant volumes of highly skilled labor will be needed. Post-war recovery should not be considered only as a return of the economy to the pre-war level, it should be aimed at its structural transformation, re-industrialization and a drastic increase in productivity. Intensification of the processes of recovery of the destroyed economy, minimization of losses and increase of benefits can be provided by an active policy of smart specialization of regions. The post-war reconstruction of Ukraine should be aimed at creating an industrial-innovative economy through technological and digital transformation on the basis of Industry 4.0. It is advisable to develop the industry and economy of the regions in the post-war period taking into account the requirements of Industry 4.0 and increasing the export of products with high added value.
