Стратегічний вимір вливу глобалізації на розвиток національної інноваційної системи

Abstract

Досліджено основні фактори сталого розвитку національної економіки. На основі синтезу теорії зовнішньоекономічної та інноваційної діяльності з урахуванням концепції сталого розвитку визначено вплив фактору глобалізації на інноваційну систему. Досліджено стратегічні напрями розвитку міжнародного співробітництва у інноваційній сфері. Поглиблено науково-методичний підхід до розробки стратегії інноваційного розвитку національної економіки з урахуванням міжнародного компоненту. Визначено основні ефекти глобалізації інноваційного розвитку. Розроблено економіко-математичну модель оцінки міжнародної стратегії розвитку національної інноваційної системи. Удосконалено методичний підхід до оцінки ефективності національної інноваційної інфраструктури.

Исследованы основные факторы устойчивого развития национальной экономики. На основе синтеза теории внешнеэкономической и инновационной деятельности с учётом концепции устойчивого развития определено влияние фактора глобализации на инновационную систему. Исследованы стратегические направлений развития международного сотрудничества в инновационной сфере. Усовершенствован научно-методический подход к разработке стратегии инновационного развития национальной экономики с учетом международного компонента. Разработана экономико-математическая модель оценки международной стратегии развития национальной инновационной системы. Определены основные эффекты глобализации инновационного развития. Усовершенствован методический подход к оценке эффективности национальной инновационной инфраструктуры.

Development of the modern innovative systems models is based on applying new knowledge and ideas in the global economy in order to obtain the greatest benefits. It requires expanding the area of state responsibility not only in the framework of innovation but also in foreign economic policy. Globalization leading to increasing competition at the world markets demands appropriate institutional changes. Formation of the national innovation system at the state level is one of the main measures of these changes. The aim of the article is to develop and improve theoretical and methodological foundations of the strategic management of the national economy’s innovative development taking into account the impact of globalization. The main factors of the national economy’s sustainable development are investigated. Based on the synthesis of the foreign economic activity theories, the innovative development theories, and the sustainable development concept, the influence of the globalization on the innovation system is determined. The innovative component of the foreign economic potential is proposed to consider as a strategic direction of management. Based on study of the strategic directions for the development of international cooperation in the innovation sphere, the scientific and methodological approach to formulation of the national economy’s innovative development strategy taking into account the international component is improved. The economic-mathematical model for assessing the international development strategy of the national innovation system is developed. Based on the analysis of the directions of the globalization impact on the innovation process, the main globalization effects are determined. The methodological approach to assessing the effectiveness of national innovation infrastructure is improved.
